- The Virginia Contracting Activity on behalf of the Defense Intelligence Agency (DIA), is seek qualified sources to provide a water treatment program to control corrosion and prevent scaling of heat exchange equipment and cooling systems. This requirement is set a side for 100% small business participation. Please indicate business size when submitting a response. The contractor must be located within 50 mile radius of the facility (Bolling Air force Base, Washington, DC). All responses should reference PR 448/0012z/01 Interested parties have 15 days from the publication date of this synopsis to submit their qualification/ capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a full and open competition basis. Responses received without the requested information may be considered non-responsive to the synopsis. Oral communications are not accepted. Statement of work 1.1 Scope: It is the intent of the Department of Defense, Defense Intelligence Agency, Washington, DC, to acquire an effective water treatment program to control corrosion and prevent scaling of the heat exchange equipment in both the boilers and cooling systems. The location for this effort is the Defense Intelligence Analysis Center, Bolling Air Force Base, Washington, DC. The contractor must be located within a 50 mile radius of the facility. The contractor shall be required to furnish all facilities, management, supervision, labor, materials, equipment, and supplies, excepting those noted herein as "Government Furnished," for the accomplishment of this requirement. 1.2 Personnel: The Contractor shall be required to furnish such supervisory administrative, professional and technical personnel as necessary to accomplish tasks call for within this statement of work. The Contractor shall comply with all applicable laws and regulations for the hiring of personnel supporting Agency requirements, including, but not limited to, citizenship, residency and security reliability. The Contractor shall furnish the Agency with a complete listing of personnel he or she plans to use in accomplishing this contract before notice to proceed being issued. The Contractor shall designate and individual who shall act as the Contract Manager of this contract. The Contract manager shall have authority to act for an on behalf of the Contractor in all matters related to execution of this contract and any subsequent changes or modifications. The Contract Manager shall be able to read, speak and understand the English language. Part 2 Government Furnish Property 2.1 General: The government at its option may furnish property and equipment to the Contractor. In doing so, the government cautions the Contractor that the provision of GFP shall only occur when such can be reasonably made available for the Contractor's use for the duration of this contract. Only when specifically noted, as "Government Furnished" shall the government assume any liability for such provision. 2.1.1 Project Supporting Documents: The government shall make available to the Contractor such supporting documentation as reasonably necessary for the Contractor to undertake any task herein directed. It is the responsibility of the Contractor to ask for and retrieve such documentation to include but not limited to plans, drawings studies, reports, specifications photographs, computer disks, prints or other literature directly related to the contract. The Contractor is cautioned that such drawings and other support documents provided are for reference only and may not reflect true conditions or situations. Every attempt shall be made by the Agency to provide the most accurate support materials possible; however, it shall be the Contractor's responsibility to conduct such site studies and interviews as necessary to acquire accurate information. Part 3 Contract Acquired/Provided Items 3.1 General: The Contractor shall be required to furnish all management, supervision, labor transportation, plant, supporting facilities, equipment, supplies, materials necessary to comply with tasks issued under the basic contract with the exception of those items noted in Part 2.1 of the Statement of Work. 3.2 Management: The Contractor shall provide a qualified Contract Manager who shall be the principle point of contact between the Agency and the Contractor. The Contract Manager shall be able to speak for and on behalf of the Contractor in all related matters. 3.3 Labor: The Contractor shall provide labor as required to accomplish this contract. The Contractor may effect any sub-contract or acquire any third tier contractors as may be required to accomplish specific tasks of the statement of work. 3.4 Equipment: The Contractor shall provide such equipment, devices, tools, furnishings or related items generally required for the efficient functioning of his or her own business activities. Such equipment shall include but not be limited to, office equipment, facsimile machines, computers, typewriters, processors, telephone/communications systems, furniture, storage cabinets, file cabinets and related support equipment. 3.5 Supplies and Materials: The Contractor shall be responsible for providing all supplies and materials necessary for the efficient operation of his or her plant and supporting facilities excepting those noted herein as "Government Furnished." Part 4 Specific Tasks 4.1 General. The Contractor shall be responsible for providing all specified services with the purchase of water treatment chemicals. 4.2 Tasks Required: The Contractor shall provide the following: 4.2.1 DIAC Water Treatment Services: 4.2.1.1 The Contractor shall provide the chemicals, consulting services, and the handling of all chemicals (except testing reagents) as required to control corrosion, microbiological growth, scale, algae, and slime in all heat transfer equipment and the associated systems. These systems include the boiler feedwater, boilers, and condensate systems; the hot and chilled water systems; and the open loop condenser water system. 4.2.1.1.1 BOILER TREATMENT Bidding company shall maintain the following: Phosphate limits in the boiler 10-20 PPM Active Polymer level in the boiler 60-80 PPM Alkalinity limits 300-700 PPM Sulfite limits 30-50 PPM 100-150 PPM (Wet Lay-up) Condensate pH limits 8-8.8 pH Specific Conductance @ 25 degrees C. < 7000 Blowdown to be set at 4% of feedwater Water softener hardness 0-1 PPM Feedwater hardness 0-1 PPM 4.2.1.1.2 CONDENSER WATER The cooling tower water shall be treated with a liquid scale and corrosion inhibitor, containing polymeric dispersants, yellow metal corrosion inhibitors, and scale inhibitors. The products must effectively control corrosion and scale of ferrous metals, copper, bronze, brass, and galvanized metals. The contractor shall provide an oxidizing biocide to maintain a continuous free halogen residual of 0.5 1.0 PPM at all times Bidding company should maintain the following limits: Cycles of concentration 5.0 minimum pH 9.0 maximum Biocide addition  Controlled by M. B. studies using an instantaneous method for detecting total bacteria counts.  Sulfate reducing bacterial tests must also be run at least twice per year.  Legionella tests to be run twice per year. Bio-dispersant -The offeror shall feed a non-foaming bio-dispersant in conjunction with the non-oxidizing biocide. This product shall be fed at 25-75 PPM of product. 4.2.1.1.3 CHILLED WATER AND HOT WATER CLOSED LOOPS The chilled water treatment shall be a buffered nitrite with azole for copper protection. Nitrite limits to be 500 800 PPM as NO2 and pH 9.0 10.0. The hot water and reheat hot water treatment shall be a buffered nitrite with azole for copper protection. Nitrite limits to be 600 1000 PPM as NO2 and pH 9.0 10.0. 4.2.1.1.4 CHEMICAL DESCRIPTION List all chemicals with a description with product data sheets for each system & MSD Sheets 4.2.1.1.5 PERFORMANCE CRITERIA Boiler Water:  Condensate corrosion will average less than 2.0 mils per year on mild steel  Iron transport studies will be run to maintain boilers free of iron deposits  Maintain water parameters below limits listed in ASME guidelines for Steam Boilers Condenser Water:  System approach temps will not exceed 9 degrees F based on a clean system operation of 7 degrees F  Mild steel corrosion will average less than 2.0 mils per year on corrosion coupons.  Copper corrosion will average less than 0.2 mils per year on corrosion coupons.  Microbiological activity will average less than or equal to 104 colony forming units or 1 Ng/ml and Sulfate Reducing Bacteria will be maintained at 0 colony forming units. Chilled Water, Hot Water:  Mild steel corrosion will average less than 2.0 mils per year on corrosion coupons  Copper corrosion will average less than 0.2 mils per year on corrosion coupons  System approach temps will not exceed 9 degrees F based on a clean system operation of 7 degrees F 4.3 Testing Requirements: The contractor shall draw water samples from each system as necessary, but not less than once per week. The contractor shall furnish a monthly report that shall contain the following information: 1. Contractor tests results. 2. Results of inspection of water treatment equipment to insure proper operation. 3. Results of inspection of cooling tower for leakage and overflow. 4. Results of cooling tower bleed solenoid for proper operation, record makeup and blowdown water meter readings (for evaporation credit). 5. Note and recommend any corrective action for any deficiencies determined by the contractor's test. 6. Notation of any changes made to the controllers or pumps. 7. Previous and present closed system and boiler make-up water meter readings. One copy of the report will be provided to the plant supervisor, duplicate copies are to be submitted to the mechanical engineer, and the water treatment program manager. Part 5 -- Instruction to Offerors 5.1 Evaluation of Proposals:  Proposals received will be evaluated on the basis of the information provided and the overall cost.  Proposals shall be accepted only from contractors primarily engaged in water treatment industry.  Consideration will be given to the water treatment contractor's experience, research capabilities, and reputation, as well as the experience and expertise of the local service personnel who will be assigned to this project.  Award will be based on the meeting of the technical requirements of this statement of work and cost.  The information provided shall serve as a guide in preparing a proposal to supply water treatment service. This should not exclude additional services or recommendations that the contractor might include in his/her proposal to advance the program. 5.2 Criteria for Evaluation: The following shall be the means by which your company will be evaluated:  Service quality and compatibility with the requirements of this proposal  Service Representative  Field Service Capabilities  Corporate Technical Support  Cost  Performance guarantees  Insurance  Client reference 5.3 Examination of Specifications and Site Work: Before submitting a proposal, each offeror shall carefully examine the Specifications and all other Contract Documents and visit the site of the work. Each offeror shall fully inform himself prior to bidding as to all existing conditions and limitations under which the work is to be performed and include in his proposal a sum to cover all costs of all items necessary to perform the work as set forth in the Contract Documents. No allowance will be made to any Offeror because of lack of such examination or knowledge. The submission of a proposal shall be construed as conclusive evidence that the Offeror has made such examination. No plea of ignorance or misunderstanding of conditions that exist or that may hereafter exist, or of conditions or difficulties that may be encountered in the execution of work under this Contract, as a result of failure to make the necessary examinations and investigations will be accepted as an excuse for any failure or omission on the part of the Contractor to fulfill in every all of the requirements of the Contract Documents, or will be accepted as a basis for any claims whatsoever for extra compensation, or for an extension of time. 5.5 Intent: The submission of a proposal by a Contractor will be construed as an indication that he is fully informed as to the extent and character of the services, supplies, materials, or equipment requested and can furnish the services, supplies, materials, or equipment satisfactorily in complete compliance with the specifications. Proposals must be based upon furnishing, delivering, and installing the items, and/or furnishing all labor and materials, and performing all work set forth in the specifications under the conditions state in all of the Contract Documents. These specifications contemplate only perfect and completed work in every case, done in a first-class, workmanlike manner. The labor and materials must be of the best quality. All work must be done under the direction and supervision of a representative of the Government. The Contractor must furnish all tools, labor, transportation, and materials necessary for the completion of his Contract, and the Contractor will be held responsible for injury to any person or damage to property that may result from the performance of his work. The Contractor is expected to begin work as soon as directed and proceed with the work continuously, but not to interfere with the normal operations of the Government. The Government reserves the right, in the event of unnecessary delay, to enter upon the work, after giving the Contractor sufficient notice, and complete the work at the expense of the Contractor. The Offeror shall visit the site of the proposed work or installation and familiarize himself with the conditions thereof and shall verify all dimensions and shall determine for himself the quantities of materials required, so that he fully understands the work specified. The Government shall not be responsible for any misunderstanding of the work specified. Should an Offeror find discrepancies or omissions in the drawing specifications or instructions, or should he be in doubt as to their true meaning-, he shall at once notify the Government in writing. The Government will in turn make such clarifications as may be required and notify each and every person who has received bidding documents as to the true interpretations thereof. The Government shall not be held responsible for oral instructions to Offerors. 5.6 Conflicts In Contract Documents: All items furnished must be in strict accordance with the specifications and must be subject to the approval of the Government. Should any dispute arise respecting the true construction and meaning of the specifications, the dispute shall be decided by the Contracting Officer and his decision shall be final. 5.7 Price: The offeror, when preparing their proposal shall include everything necessary or proper for furnishing and installing the item (s) specified, including- proper packing and the cost of delivery, and for performing and completing the work required by the plans and specifications to provide finished work. Proposal prices must be guaranteed through the anticipated completion date of the Contract. Offerors must indicate in their proposal any modification planned or anticipated during the Contract period. 5.8 Correlation of Documents: In case of any ambiguity, inconsistency or error in any of the Contract Documents, or if a conflict between the provision in a Contract Document and provisions of a federal, state, or local law, or governmental regulation, the offeror is required to draw such matter to the attention of the Government before he submits his proposal. If the Offeror fails to do so, his proposal will be conclusively presumed to have been based upon the interpretation of such ambiguity of inconsistency, or error much may subsequently be given by the Government, whose decision shall be final; or if such conflict is with a law or regulation, the proposal is conclusively presumed to be predicated upon full compliance therewith. 5.9 Competency of Offeror: Offeror shall be required to furnish evidence, satisfactory to the Government that he has sufficient means and experience, in the types of work called for, to assure completion of the Contract in a satisfactory manner. The competence and responsibility of Offerors, and their proposed subcontractors, will be considered in making the award. Any and all subcontractors to be utilized by the Offeror must be listed in the proposal and must be approved by Contracting Officer. All Offeror will submit the following:  List of three (3) client references with similar water systems. Names and telephone numbers of all contacts must be furnished. The Government reserves the right to request additional reference. 5.10 Terms of Contract: This is a performance-based contract. If control parameters are not maintained, The Government may and has the right to cancel the contract at any time upon thirty (30) days written notice. The term of Contract will be twelve (12) months. Base year plus three (3) options. Each option shall be for a period of twelve (12) months. 5.11 Subcontractors: Part 6 Offeror Qualifications The following criteria shall be mandatory to establish the responsibility and capability of firms intending to meet this facility's water treatment requirements. The offeror will provide sufficient documentation regarding each item to verify his ability to perform the level of service expected at the facility. 6.1.1 Offeror Experience: The contractor shall have been engaged in and satisfactorily performed the analysis and chemical treatment of water systems as used for heating, cooling, water softening, condenser water cooling towers, boiler (both steam and hot water) and steam distribution and condensate return systems, for a period of at least ten (10) years immediately prior to the proposal due date. 6.1.2 Offeror Representation: The offeror shall provide a primary technical representative to handle all contacts and service on at least a monthly basis. A secondary technical representative will also be required to have a working knowledge of all facil
