Description
The Bureau for International Narcotics and Law Enforcement Affairs, U.S. Department of State, has a requirement for inspection and acceptance of one Schweizer aircraft at the Schweizer manufacturing facility in Elmira, NY. Contractor will inspect aircraft with all panels removed for workmanship, airworthiness and inventory of installed components. Contractor will close up aircraft, check cockpit and equipment bay for watertight integrity, ground run and test engine, avionics and other systems. Contractor will examine manuals and supplements; perform daylight flight of 2-3 hours to test handling, performance and avionics, ground familiarization of/test of Flir sensor system. Contractor will perform night flight of 1-2 hours for thorough test of FLIR system and compatibility of other night-related aspects of aircraft operations such as lighting interference with NVGs, radio and radar interference with FLIR. Once acceptance by the Government has been recommended, Contractor will fly aircraft to Bogota, Colombia. Contractor must provide recommended flight plan and schedule. Contractor must provide qualified commercial pilot with instrument rating. Pilot must have considerable experience flying high performance, single engine aircraft with conventional landing gear. A minimum of 250 hours flight experience in Schweizer SA2-37 aircraft required. Extensive experience using airborne Forward Looking Infrared systems (FLIR) and night flight surveillance missions with Night Vision Goggles required. Must be fluent in Spanish. Interested sources should respond no later than 4:00 pm ET December 15, 2000 with a technical proposal containing summary of qualifications and past performance experience documenting ability to fill the above requirements as well as a technical approach for meeting the Government's requirement. In addition to the technical proposal, interested sources should submit a firm, fixed price cost proposal. Performance is required beginning December 18, 2000.
