Description
The U.S. Environmental Protection Agency (EPA) intends to negotiate on a sole source basis with LEO Electron Microscopy, Inc., One Zeiss Drive, Thornwood, NY 10594 for continued maintenance service on a DSM962 scanning electron microscope and a EM902 transmission electron microscope located at Gulf Breeze, FL. These are highly technical and complicated instruments with numerous electronic and mechanical systems requiring specialized service and parts. The requirements for maintaining this equipment include 1) specialized knowledge and training of factory-trained personnel; 2) availability of specialized parts to provide proper maintenance and effect emergency repairs; and 3)rapid response of factory-trained personnel to effect emergency repairs (including ability to acquire parts quickly) so that instrument down-time is minimized. EPA believes that LEO Electron Microscopy, Inc., is the only vendor capable of satisfying the requirements stated above. The circumstance permitting "Other than Full and Open Competition" is FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements". The period of performance for the service contract is expected to be from January 30, 2001 through January 29, 2002. All interested parties who believe they can provide the required services should fully explain their capabilities and qualifications in writing within 15 days from the date of this announcement. The intent of this synopsis is to determine if any source(s) exist, and therefore, no solicitation (RFQ) is available. Consequently, any response(s) failing to provide the aforementioned data but instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored.
