Description

FISC Norfolk Detachment Philadelphia intends to acquire on a sole = source=20 basis, non-personal contractor engineering technical services by = qualified=20 contractor personnel for the purpose of informing, instructing, and = training=20 Department of the Navy personnel in the installation, operation and = maintenance=20 of H1 Aircraft and associated support equipment. It is intended to = negotiate=20 this requirement on a sole source basis pursuant to 10 USC Code 2304 = (c)(1)=20 with the OEM, Bell Helicopter Textron, Inc., Ft. Worth, TX. This = requirement is=20 for an estimated 11 man months of service for the period 1 Feb 2001 = through 31=20 Dec 2001, and will include one option for an additional 12 manmonths of = services for the period 1 Jan 2002 through 31 Dec 2002 and a second = option for=20 an additional 12 manmonths of services for the period 1 Jan 2003 = through 31 Dec=20 2003. The requiring activity is the Naval Air Technical and Data = Engineering=20 Service Command San Diego. This requirement will be covered by a new = indefinite=20 quantity labor hour contract or as a provisional extension to the = existing=20 contract. The solicitation will contain specifications for the effort = to be=20 performed. The place of performance is various fleet and shore = activities. Bell=20 Helicopter Textron, Inc., as the Original Equipment Manufacturer, is = the only=20 known source with the required technical and engineering expertise, = in-plant=20 support, and database to perform the required services. Interested = parties who=20 contend they are technically qualified should submit, within forty five = days=20 from publication of this announcement, specific factual data, including = but not=20 limited to technical resumes, management experience, and other = pertinent=20 information as desired to be used as an evaluation basis to determine=20 competence to successfully perform the required services. All technical = proposals received within this time frame will be considered by the = Government.=20 The Government reserves the right not to open this requirement to = competition=20 based upon technical notices received in response to this announcement. = Technical responses received as a result of this announcement will = normally be=20 considered solely for the purpose of whether to conduct a competitive=20 procurement.
