- Description
- The Precision Strike Systems Program Office Mission Squadron Trainer (MST) Integrated Product Team (IPT), Air Armament Center (AAC), Eglin AFB, Florida, plans to contract for contractor logistic support for the repair of MST non-warranty failures, support of six operational sites to repair/support the MST/MRTS, update the MST/MRTS due a change in the weapon, eliminate a software discrepancy or upgrade due obsolete parts, and provide engineering support to accomplish analysis_s (failure, reliability & improvements). It is our belief that only Lockheed Martin Vought Systems, Dallas Texas, can supply this support. Lockheed Martin designed and built the MST/MRTS and is the sole owner of the technical data. The anticipated contract type is Time and Material (T&M). Interested firms should submit a Statement of Capability (SOC) within 15 days of this announcement. Submit the SOC to Ms. Stacey Hughes, AAC/WMGK, 102 West D Avenue, Suite 300, Eglin AFB FL 32542-6807. The SOC must include sufficient information to demonstrate their ability to use reverse engineering to perform the requirements as stated above. Respondents to this notice will not be notified of evaluation results. After the SOCs have been screened, the final solicitation will be issued to those prospective sources that, in the sole judgment of the purchasing activity, have the capability to successfully fill the program requirements. Direct all requests for solicitations and routine communication concerning this acquisition to Ms. Stacey Hughes, Contracting Officer, (850) 882-8515, Ext. 2131 or Ms. Charlotte Puthoff, at Ext. 2123, email: charlotte.puthoff@eglin.af.mil, for contracting matters, and Mr. Felix Ortega, Program Manager, (850) 882-9514, Ext. 2013, for technical matters. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or Contracting Officer, but communicates Contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather to the Contracting Officer, Contract Specialist, or the Program Manager previously identified.
