Description
Note that this is a Sources Sought Announcement. The purpose of this announcement is to identify capable performers. No solicitation has been released. A solicitation may or may not be issued. This announcement shall not commit the government to any agreement. The Defense Threat Reduction Agency (DTRA) is seeking competent performers to provide services and assistance in implementing a program that will help to enhance the safety and security at Former Soviet Union (FSU) sites, under the Cooperative Threat Reduction (CTR) Program. This program will provide software identification and integration services for a materials science Laboratory Information Management System (LIMS). The potential contractor will function as a software integrator and have demonstrated business relations with Russian firms. An integrated Laboratory Information Management system (LIMs) is required for the management of materials data acquired from testing operations in: electron-optics, spectral analysis, servo-mechanical operations, and basic fatigue/stress/strain comparisons of surface/sub-surface material properties. The LIMs must be fully compliant with Structured Query Language (SQL) standards for Relational Database Management systems (RDBMs). The LIMs must have basic query capabilities that allow the user to identify, label, and archive data records in (user defined) symbolic languages. The LIMs will be operational using the Russian Cyrillic language, with support for mathematical and statistical contexts. The LIMs must be highly flexible with strong translation capabilities for mapping basic SQL commands onto Russian equivalent queries. The LIMs must support flexible data I/O standards for graphical and contextual data. Support must include ASCII Tab-Delimited Format, Compressed Binary Format, and basic support for graphical images (JPEG, MPEG, TIFF, GIF, etc.). The successful LIMs will provide documented interface capabilities for transferring data using the accepted analytical standards (provided by the major equipment vendors). The LIMs will support QA/QC operations with data I/O support for the major statistical packages. The contractor will be required to: Conduct software market research and equipment integration requirements definition. Provide LIMS software recommendations to DTRA. Procure and integrate selected software with modern materials science analysis equipment in a Russian Ministry of Defense laboratory located in St. Petersburg, Russia. Interface and/or subcontract with multinational or FSU firm/s to procure and integrate the selected LIMS software. Coordinate and/or conduct software training activities as required. Perform demonstration and validation of software and ensure compatibility with installed laboratory equipment. Coordinate logistic and shipping requirements. The contractor must have demonstrated experience in the following areas (preferably within the past two years): Procurement projects, LIMS related projects, conducting business in Russian industry. DTRA prefers that the contractor have previous experience working with Russian Forces (RF) Ministry Of Defense(MOD). The procurement for this effort will be structured and executed as a one-year contract, if awarded. A capability statement must be provided, which provides evidence of your capability for meeting the requirements stated above. The contractor will need to be able to conduct business in St. Petersburg, be capable of coordinating with the Russian MOD and have a funds transfer mechanism to transfer funds in rubles and U.S. dollars to Russian and U. S. business entities. Responses to this notice are due no later than 1600 hours, Washington DC time, 10 January 2001.
