Description
Transformation Strategies to Meet Future Operational Requirements There should be no doubt that the year 2001 will see the initiation of a new era in US national security strategy, policy and programs -- a phenomenon that is being called "transformation" -and that as yet is not clearly defined. Regardless of the lack of specificity of "transformation" it is already evident that whatever its interpretation, it will be the central theme of the upcoming Quadrennial Defense Review (QDR). Whether or not the two Major Theater Wars survive "transformation", special operations and low intensity conflict (SO/LIC) will emerge as the most probable mode of warfare our military forces will face in the immediate future. Therefore it is very important to understand SO/LIC as the overarching warfare model which encompasses the wide variety of military operational requirements frequently labeled as peacekeeping, hu-manitarian operations, counter-drug, combating terrorism, etc. These specific operations have a shared SO/LIC base regardless of what forces might be applied against one of these type missions. It can be concluded that as national security strategy, policy and programs "transform" that SO/LIC considerations will be a major driver. The purpose of this symposium is to look at "transformation" from the SO/LIC perspective, to explore how "transformation" will affect traditional Special Operations Forces (SOF) and to determine the extent to which current SO/LIC capabilities will impact on the larger force. Such a determination will require that the symposium address not only operational require-ments, but also technology, resources, joint force integration and very importantly the defense industry's role in the continued success of an expanded SO/LIC component of our national security strategy. To accomplish this objective, the symposium will bring together those leaders who will guide the SO/LIC "transformation" strategy and provide their views on how this will happen, the changes required, new technologies, equipment, doctrine and training, policy, and critical resource allocation. Major presentations will be made by the Commander-in-Chief, US Special Operations Command and the Principal Deputy Assistant Secretary of Defense for Special Operations and Low Intensity Conflict. The USSOCOM component commanders will provide their perspectives on the impact of "transformation" and in a series of seminars major aspects of SO/LIC operational requirements and capabilities will be addressed.
