Description

Z -- Solicitation Notice -- Best Value Construction Services Task Order Contracting (TOC). The South Dakota Air National Guard (SDANG), Joe Foss Field, Sioux Falls, South Dakota, is soliciting proposals for best value construction services task order contracting. The performance period shall be one (1) calendar year from date of award, with options to extend contracts annually for four (4) additional years. The individual task order awards shall not exceed $500,000 and the total dollars awarded to each TOC contract shall not exceed $1.0M per 12-month period. The contracts awarded under the solicitation are intended to provide a timely response to cover a broad range of maintenance, repair and construction services of real property (i.e., carpentry, asphalt and concrete paving, roofing, excavation, interior renovation, electrical, plumbing, painting, demolition, masonry, and HVAC). For the TOC evaluation purposes the solicitation will include prototypical projects for General Construction (NAICS 23331/23332), Pavements (NAICS 23411), Mechanical (NAICS 23511), Roofing (NAICS 23561), and Electrical (NAICS 23531). The firms must have an office or satellite office within 75 miles radius of Sioux Falls, SD. Source selection procedures in accordance with DFAR Part 215 shall be utilized to determine the successful offers. Technical and price evaluations shall be accomplished by the source selection team. The Technical Evaluation Plan includes, in descending order of importance, (A) Project Management Ability with an emphasis on: (1) Key Management Staff, (2) Quality Control Plan, (3) Financial Capability, and (4) Technical Support Staff; (B) Subcontracting Support Capability and (C) Company Experience. Pricing evaluation shall be accomplished on the projects within the solicitation. For the price evaluation requirements, the offeror shall provide their proposal pricing for the field of specialty listed on the price proposal sheet that best fits their firm's capabilities. After awarding the Task Order Contracts to the successful firms, task orders will be issued based upon the lowest competitive price, or a combination of price and other factors (best value engineering judgments, etc.). It is anticipated the solicitation will be available at the Internet address on or about 28 Dec 00. Solicitation package shall include required reponse date. This procurement is being offered UNRESTRICTED. Small Disadvantage Business (SDB) and SBA 8(a) firms are encouraged to participate. Successful offerors must be registered within the Central Contractor Registration (CCR) database prior the TOC awards being established.
