Description

This is a combination synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. (ii) The solicitation number M00263-01-T-0004 is issued as a request for quotation (RFQ). This solicitation is for a firm-fixed price, requirements type contract and is being issued for a base year with 4 option year periods. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-20. (iv) The Standard Industrial Classification (SIC) code is 4812, the North American Industry Classification System (NAICS) code is 513322 with the associated size standard of less than 1500 employees. (vi) The vendor shall provide regional cellular service for an estimated 124 cellular telephones and national cellular service for an estimated 3 cellular telephones. All hand-held cellular phones shall be provided with protective cases. All phones shall include at a minimum a calling region that includes South Carolina, Georgia, and North Carolina with no roaming charges or long distance charges. All cellular phones shall have vibration call as well as the normal ringing. The Government prefers the usage of group plans when determined to be in the governments' best interest. The vendor shall provide service with the following features on all cellular phones: Three-way Calling, Call Forwarding, Call Waiting, Voice Mail, Detail Billing and call Diversion. Of the 124 cellular phones, 88 phones will require 100 Minutes Cell Usage; 17 phones with 200 Minutes Cell Usage; 12 phones with 300 Minutes Cell Usage; and 7 phones with 500 Minutes Cell Usage. The 3 cellular phones with national type service plan require 500 Minutes Cell Usage. One cellular phone with national service shall be vehicle mounted in the rear seat and installed with antenna by the contractor. This requirement also includes a total of 74 numeric pagers of which 50 require local paging service, 22 regional paging service, and 2 with national paging service. All pagers shall have vibration call as well as the normal ringing. Offerors that provide quotation for service shall also include with their quotation equipment price of new phones and all accessories. The phones / service shall be Analog / Digital (Analog required for long distance and Digital for local service). The offeror is encouraged to provide several types pricing plans to best accommodate the government at the most optimum cost. Included in these quotations the contractor may offer contractor owned equipment in lieu of government purchasing and owning the equipment. The group package or individual package shall provide pooling / sharing of cellular minutes by multiple groups (by number of required minutes) to provide the best cost for cellular utilization. An example of this would be the first group of 88 phones totaling 8,800 minutes of shared airtime. The government reserves the right to negotiate with the contractor, technology upgrades in equipment and service being provided (to include data capable, internet ready cellular phones), and to increase the total number of cellular phones and pagers by up to 15 each during the base year and all exercised option periods. These services shall be for official government usage by military and other government employees. The equipment price shall be delivered f.o.b. destination to Marine Corps Recruit Depot/Eastern Recruiting Region, Parris Island, South Carolina 29905. (vii) Equipment shall be programmed, delivered (ready for use) prior to 16 February 2001. Services shall commence on 16 February 2001 for the base year and run through 15 February 2002 and such for each option period exercised by the government. These dates are with an anticipated award date of no later than 23 January 2001. (viii) The FAR provision at 52.212-1, Instructions to Offeror Commercial Items, applies to this acquisition and is tailored with the following addenda to the provision. Addenda (1) one: Paragraph (a) is hereby deleted. The concerns of business sizes, standard industrial classification (SIC) and North American Industry Classification System (NAICS) codes are referenced within this solicitation. In addition to paragraph (e) Multiple offers The government encourages offerors to submit multiple quotations for (a) Government owned equipment with contractor providing service, (b) Contractor provided equipment and service, (c) Government leasing of contract equipment with contractor providing service, (d) regional coverage(s) and (d) any possible trade-ins of current government owned equipment. Any Offerors considering trade-ins should contact the P.O.C. listed in this solicitation. The Offerors shall define such terms as local, regional and submit with each quotation a map detailing each area of coverage. Paragraph (j) is modified to read: "Data Universal Numbering System (DUNS) Number. The Offeror shall enter with its name and address on the cover page of its offer, the annotation "DUNS" followed by the DUNS number that identifies the offeror's name and address." The remainder of the paragraph is informational and remains the same. Unit prices shown on quotations for equipment shall be each, access shall be stated as a monthly charge and excess airtime shall be stated at the actual rate per minute. (ix) The FAR provision at 52.212-2, Evaluation Commercial Items does apply to this acquisition. Award will be based on the service plan offered; price; and past performance and will be evaluated with the service plan offered being more important than price and price being more important than past performance. (x) Offerors shall include a completed copy of FAR provision 52.212-3, Offeror Representations and Certifications Commercial Items.
