- Description
- The Rocky Mountain Research Station, Rapid City Laboratory has a requirement for supplying 30 GPS collars for elk. All materials shall be delivered to 501 East St. Joe, Rapid City, South Dakota. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The number to refer to in response to this notice is RFQ CAZ-01-15. This requirement is being issued as a Request for Quotation using Simplified Acquisition Procedures at Subpart 13.1. The estimated price range for this project is between $50,000 and $75,000. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-20. This requirement is being advertised as a small business set aside. The NAICS code is 334511; the small business size standared is 750 employees. The intent of this solicitation is to obtain GPS elk collars by means of a firm fixed-price contract. The contract is expected to be awarded in January with deivery of collars on or around March 1, 2001. Please note: delivery of product is required within 45 days of contract award. Vendors who cannot guarantee delivery within 45 days of contract award should not submit a quote. Specifications are as follows: a.) Entire unit includes battery, VHF transmitter, and GPS electronics sealed in waterproof container hermetically sealed with leak rates that do not exceed 1 x 10^-6 atmospheric cc/sec helium and ability to turn the unit on and off externally; b.) minimum expected life of GPS unit with 6 GPS location attempts per and VHF transmitter greater than 2 years; c.) capable of storing at least 5,000 differentially correctable locations with other data listed in d.) through h.); d.) all data listed below must be stored in non-volatile memory capable of retaining information without a battery; e.) capable of storing the cumulative head up or down time for the variable time periods between 5 and 15 minutes immediately before or after the GPS location attempt; f.) VHF beacon frequencies specified 148.400 to 148.700 in 10 MHz intervals with alternate VHF frequencies of 148.000, 148.010, 148.030, 148.040, 148.050, 148.060, 148.100 or 148.110. Frequency drift not to exceed 1 KHz; g.) capable of storing the external temperature with each location; h.) capable of remote tranmission of GPS data as add on feature with demonstrated rates of data transmission and documentation to support estimates of how far data can be transmitted; i.) Capable of downloading data through laptop PC interface under field conditions and deleting records from memory of collar; j.) altered VHF beacon rate reflecting success of last GPS location attempt; k.) mortality motion sensor (quote as add on to each collar); 1.) differential correction option (quote as separate add on to each collar); m.) software for differential corrections (quote separate); n.) download equipment and software (separate quote). FAR provision 52.212-1, Instruction to Offerors -- Commercial Items applies to this solicitation with the following addenda: (b) add (6)(a) include an estimated trade in value of collars toward new collars in 2002; add (6)(b) include an estimated cost for refurbishing collars for reapplication on elk. FAR 52.212-2, Evaluation -- Commercial Items applies to this solicitation with the following addenda: (a)Insert: "Evaluation factors are 1.) technical, defined as proof that collars meeting the above specifications are currently developed and on the market; 2.) price; 3.) past performance, defined as demonstrated reliability of existing GPS collars on the market; 4.) estimated value for trade in allowance on new collars in 2002. Delete text as written: "Technical and past performance, when combined, are.." and insert "Because simplified acquisition procedures are utilized for this solicitation the relative importance of evaluation factors in not described. Award will be made to the Contractor whose quote represents the best value ot the Government." All quotes must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes of Executive Order -- Commercial Items applies to this acquisition.
