- DESC: The Indian Head Division, Naval Surface Warfare Center in collaboration with the Weapons Division of the Naval Air Systems Command has interest in proposals for the synthesis, characterization, scale-up, and manufacture of 1,3,5-triamino-2,4,6-trinitrobenzene (TATB). Technologies will need to be mature and commercially available to support fleet introduction within a four-year period. Offerors are requested to submit a white paper outlining their proposed effort prior to submitting a completed proposal to preclude unwarranted effort on the part of the offer. Offerors must obtain a package entitled "BAA 01-001 TATB(1,3,5-triamino-2,4,6-trinitrobenzene) Manufacturing Technology Proposer Information Pamphlet (PIP)" that provides further information on areas of interest, the submission, evaluation and funding processes, white paper and proposal formats, and other general information. This announcement and the PIP may be retrieved via the World Wide Web (WWW) at URL http://www.ih.navy.mil/contracts or by email request to address given below. This notice, in conjunction with the BAA 01-001 PIP, constitutes the total BAA. The PIP is being posted at this time for informational purposes only. No formal proposals are to be submitted until offerors are notified of white paper evaluation results and invited to submit a full proposal. White papers should conform to the following format: (a) title page -- include point-of-contact along with address, telephone and fax numbers, e-mail address, and signature by an authorized officer; (b) summary section -- not to exceed three pages that includes an overview of the proposed technology, technical approach, and a brief description of how the contractor would approach a scale-up effort of this proposed technology if selected for future scale-up efforts; (c) benefits -- e.g., quantified in terms of waste reduction, cost (implementation & savings), product quality; (d) deliverables; and (e) estimated program cost and schedule. White papers must be received by January 12, 2001 to be considered. Proposed work should be structured to have a base period of performance of nine months. Offerors may submit multiple white papers. White papers and proposals not meeting the format described in the PIP may not be reviewed. The TATB ManTech Program Team anticipates that white paper evaluations and initial selections will be made during the January 15 -- February 1, 2001 timeframe. Any offeror whose white paper is found to be consistent with the intent of the BAA may be invited to submit a full technical proposal in accordance with the aforementioned PIP. As stated earlier, no formal proposals will be entertained until offerors are notified and invited to submit full proposals. Such an invitation does not assure subsequent contract award. Proposals may be reviewed and acted on as they arrive. The Government reserves the right to select for award all, some, or none of the proposals received in response to this announcement. It is the policy of the Navy to treat all proposals as competitive information and to disclose the contents only for the purpose of evaluation. Proposals shall conform to the stated format and include the following information. (a) Title page -- include point-of-contact along with address, telephone and fax numbers, email address, and signature by an authorized officer; (b) statement of work -- clearly and succinctly detail the scope, objectives, and approach of the effort, define equipment/resources required; (c) benefits section -- e.g., environmental, cost, raw material availability, product quality, process safety; (d) Summary of deliverables; (e) Cost and fee summary -- Detailed cost breakdown by tasks of labor hours by labor category, materials, travel, or other direct or indirect costs; (f) Address cost sharing / leveraged funding; (g) Schedule and Milestones; (h) Description of how the contractor would approach a scale-up effort of this proposed technology if selected for future scale-up efforts; and (i) summary of proprietary claims. No award can be made without a proposal to perform a specific effort within an estimated cost and schedule. Offeror's should submit proposal(s) (original and two hard copies) to Indian Head Division, Naval Surface Warfare Center, Attn: Code 1142B (Donna Chaney, Code 1142B), 101 Strauss Avenue, Indian Head Maryland 20640-5035. To be considered in the initial contract award period, proposals should be submitted by offerors within 30 days of notification. Evaluation of proposals will be based on the following criteria: (a) overall scientific and technical merit of proposer's approach to developing a process in their facility; (b) ability of the proposer to implement the program as demonstrated by the availability of qualified personnel, equipment, facilities, and prior experience in the manufacturing of energetic materials; (c) data they have generated on the chemistry of their approach (e.g., raw material availability, process conditions, waste streams and treatment approaches, product purity/quality, risks identified by the contractor, projected manufacturing cost); (d) the ability of the proposed technology to meet projected 10,000 lb/yr requirements within 4 years; and (e) cost sharing or leveraged funding. All proposals submitted to the Indian Head Division, Naval Surface Warfare Center shall be considered government property. This announcement solicits the participation of all offerors capable of satisfying government needs. The government will not cover any costs associated with proposal preparation, nor pay, as a direct expense preparation cost on awarded contracts.
