- Description
- Behavior science subject matter expertise (SME) is required in support of the Joint Advanced Distributed Learning (ADL) Co-Laboratory to assist in the evaluation of prototype ADL projects funded by the Co-Lab. Award on a sole source basis is anticipated to Dr. Renee Stout of Oviedo, FL. Background: The Department of Defense (DoD) is developing a new learning environment for the 21st century. This environment must provide the capabilities stated by Secretary of Defense William Cohen (6 Jan 1999) to "provide access to the highest quality education and training, that can be: tailored to individual needs and delivered cost effectively, anywhere and anytime it is required." To meet these requirements, DoD initiated the Advanced Distributed Learning (ADL) Initiative. This included the establishment of the ADL Co-Laboratory Network, consisting of three ADL Co-Labs: the ADL Co-Lab Hub in Alexandria, VA; the Academic ADL Co-Lab at the University of Wisconsin; and the Joint ADL Co-Lab in Orlando, FL. The Joint ADL Co-Lab is chartered to fund and evaluate ADL prototypes to develop lessons learned and guidelines to DoD's ability to implement ADL information resources to support operational units. In FY 00, the Joint ADL Co-Lab funded fifteen prototypes and will fund additional prototypes in FY 01. It is necessary to accumulate and analyze data from all of these prototypes. It is also necessary to provide evaluation guidance for one of the prototype efforts (EA-6B Adaptive Learning Curriculum Modification). The Joint ADL Co-Laboratory does not have sufficient in-house personnel to complete this effort. Specific Requirements: (1) Development of data collection methods and a data collection plan; (2) Development of data collection instruments; (3) Implementation of the data collection plan; (4) Data analysis; (5) Report on results; and (6) Technical liaison with the ADL Co-Lab in Alexandria, VA. Period of Performance: 12 months. Qualifications: Offeror must have knowledge pertaining to over sixteen Joint ADL Co-Laboratory funded prototype development efforts, which address a wide variety of ADL issues (e.g., course conversion, meta-data tagging of content objects, storage and retrieval of content objects, optimal use of web-unique instructional techniques, etc.). In addition to knowledge of these development efforts, offeror must have expertise in the areas of military research, construction and administration of data collection instruments, and data analysis. Specific expertise is also required in interviewing techniques and questionnaire construction. NAICS Code 541720. SEE Note 22.
