Description
NASA/JSC plans to issue a Request for Quotation (RFQ) for (1) One (1) Flight Quality 1.5 GB drive (P/N THPS/F-1500-1); (2) One (1) Flight Quality 5.1 GB Drive (P/N THPS/F-5100-1); (3) Eight (8) Commercial Quality 5.1 GB Drives (P/N THPS/F-5100-0); (4) Six (6) Carriers (P/N DC-THPS35-2); (5) Six (6) Airborne Holders with Power Supplies (P/N AR-THPS35-2); and (6) Four (4) Ground Stations. All equipment must meet all of the specifications in the Statement of Work which is available at http://ec.msfc.nasa.gov/jsc/documents/9BJ2Z18055Q/TargaSOW.doc Within an 18-month period of initial award, the Government will also have the option to purchase the following: (1) Ten (10) additional Flight Quality 5.1 GB Drive (P/N THPS/F-5100-1); (2) Four (4) additional Commercial Quality 5.1 GB Drives (P/N THPS/F-5100-0); (3) Two (2)additional Carriers (P/N DC-THPS35-2); (4) Two (2)additional Airborne Holders with Power Supplies (P/N AR-THPS35-2); and (5) One (1)additional Flight Quality 1.5 GB drive (P/N THPS/F-1500-1). All equipment purchased under this option must also meet all of the specifications in the above-referenced URL. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/JSC intends to purchase the items from Targa Electronics Systems, Matthews, NC. A market survey revealed that Targa Electronics Systems was the only company able to provide not only the 3.5" form fast SCSI flash disk drives, but also a carrier, air airborne holder, and ground station. The disks will be placed in a carrier which will then be placed into an airborne holder or ground station. This carrier and holder technique allows drives to be removed for downloading or repair and be replaced by another drive, thus allowing for portability. In the event that a drive must be replaced, it is simply removed and replaced by another drive with little or no time impact to testing. No other manufacturers were able to meet the requirements for portability. In accordance with FAR 6.302.1 and U.S.C. 2304(c)(1), a justification for Other than Full and Open Competition stating a unique source is being prepared. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 12/18/00. Such capabilities/ qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
