- SOURCES SOUGHT SYNOPSIS FOR KC-135 MODERNIZED LATRINE This is not a Request for Proposal. This is just a Request for Information. The Air Force is interested in replacing the current latrine on the KC-135 fleet. The KC-135 aircraft is similar to the Boeing 707. The current configuration consists of a non-flushing holding tank, which is removed from the aircraft for servicing. The KC-135 mission has expanded over time to include more passenger-type missions and the holding capacity of the current latrine is inadequate for this mission profile. Additionally, the existing toilet/relief facilities present a potential health hazard to flightline personnel who must handle them after each flight. The intent of the Air Force is to replace the current latrine with a commercial off the shelf (COTS) or a non-developmental (NDI) design. The Air Force is interested in multiple options, including permanent installations, roll-on/roll-off designs, and either external or on-aircraft servicing. The design must have sufficient capacity to handle 40 people for 12 hours without servicing and we are interested in an option to handle 60 people for 12 hours without servicing. The waste tank will ideally fit under the commode receptacle (approximate floor space is 20 inches by 36 inches with some of this space used for battery storage). Due to construction techniques of the KC-135, a below floor holding tank is not considered practical, although one may be considered by the Air Force. The installation must be designed to minimize leaks and if possible, have secondary barriers to prevent latrine leaks from reaching aircraft structure. The Air Force will contract competitively for the engineering design, prototype, reprocurement data (if non-proprietary), and fabrication and delivery of all Group "A" kits (to include wiring, service receptacles and permanent plumbing) and for Group "B" kits (to include the commode, pumps and holding tank). Installation of the kits will also be accomplished competitvely, but on a separate contract. On-site surveys of actual aircraft may be required and the Air Force will support an Industry Day on or about 9 Jan 01, so that interested contractors can survey a KC-135 aircraft. The contractor will be required to write the Time Compliance Technical Order (TCTO), accomplish stress analysis to verify structural acceptability of the installation, and provide source data for changes to maintenance manuals and related technical orders (T.O.s), to include final incorporation resulting from this modification. The Air Force will separately contract with Boeing, as the original equipment manufacturer, for engineering oversight throughout this effort. In addition to sources, the Air Force desires a rough order of magnitude (ROM) cost for the effort, broken out by engineering design, prototype, stress analysis, reprocurement data (if non-proprietary), fabrication and delivery of all kits (assuming kit options of 100, 300 and 550 each), and TCTO and T.O. source data.
