Description

The FISC Norfolk Detachment Philadelphia intends to procure an estimated 232,320 man-hours of military analysis support for the U.S. Joint Forces Command's Joint Warfighting Center (JWFC). Support is required in the areas of training program support; exercise sceanrio development; simulation design; operation, control and analysis; analytical support for after action reporting; opposing forces staff functions; and systems management and operation. FISC Norfolk Detachment Philadelphia intends to procure the required services through a modification to contract N00140-95-C-H005 with TRW, Inc. pursuant to the authority of 10 U.S.C. 2304(c)(1), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements" as implemented by Federal Acquisition Regulation 6.302-1. TRW is currently providing the required services to the JWFC under contract N00140-95-C-H005 which has a performance period through May 21, 2001. The instant procurement is to provide for the continuity of contractor support that is required to complete in-process training exercises and intiatives. Contractor support for the development, planning, execution and after action reporting of an exercise can take from 18 to 24 months to complete. The instant acquisition is for contractor support through 31 December 2001 in order to complete exercises and initiatives that cannot be stopped and restarted since there are no practical breaks in the process that would enable the Government to do so. TRW is the only source that can provide the support services that meet the JWFC's requirements. Procuring the required services from a source other than TRW is not practical. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all information received by the specified response date will be considered by the Government. A determination by the Government to not compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The NAIC Code for this requirement is 541611. Numbered Notes 22 and 26 apply.
