Description

The United States Agency for International Development (USAID) is seeking applications from qualified U.S. and non-U.S. organizations and institutions, including registered Private Voluntary Organizations (PVOs), for support in developing and implementing the Uganda Model HIV/AIDS District Program. USAID and the U.S. Centers for Disease Control (CDC) intend to provide approximately $20 million, subject to the availability of funds, over five years to support the Program, which is part of the U.S. Government's Leadership and Investment in Fighting an Epidemic (LIFE)H / Initiative. USAID considers this requirement to be primarily assistance for a public purpose, rather than the acquisition of services. Accordingly, an assistance instrument (i.e., a cooperative agreement), rather than a contractual relationship, has been determined to be the most appropriate mechanism for accomplishing the public purpose of providing support to the Program.
