Description
U.S. Department of Energy (DOE): Pursuant to FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, the DOE is planning a sole source contract for payment processing and verification support services in the Russian Federation. In the absence of applicable Government to Government Agreements, a requirement is jointly held by the: Office of International Affairs; the Office of Environmental Management; Office of Energy Efficiency and Renewable Energy; Office of Nuclear Energy, Science and Technology; Office of Science; and, Office of Civilian Radioactive Waste Management. These DOE offices have an immediate need to acquire the services of a non-profit entity having confirmed tax-free status in the Russian Federation. The planned period of performance is a 12-month base period plus two 12-month option periods equaling a 36-month total planned period of performance. The non-profit entity must clearly demonstrate that it is exempt from such taxation or any taxable incident thereof by Russian Federation decree, order, law, or other concrete evidence clearly demonstrating the legality of such exemption from Russian Federation taxation. Currently, the United States Civilian Research and Development Foundation (CRDF) for the Independent States of the Former Soviet Union, Suite 1106, 1800 N. Kent Street, Arlington, VA 22209, is involved in assisting the payment processing and verification support services to DOE's Office of Initiatives for Proliferation Prevention (IPP, NN-41) within the Russian Federation. CRDF has in-country resources and capabilities in the Russian Federation for making payments to former weapons institutes, scientists, engineers, and support staff. While other Government and commercial entities may have such capabilities, none responded to a sources sought notice for identical support services to the IPP Program, published in the Commerce Business Daily August 19, 1999. It is DOE's intent to issue a sole-source, firm-fixed price, indefinite delivery/indefinite quantity, task assignment contract to CRDF. A determination by the Government not to compete this proposed effort based upon this notice is solely within the discretion of the Government. THIS IS NOT A SOLICITATION FOR PROPOSALS OR AN INVITATION FOR BIDS, NOR DOES IT REPRESENT A COMMITMENT BY THE GOVERNMENT TO PAY FOR COSTS INCURRED IN THE PREPARATION AND SUBMISSION OF DATA OR ANY OTHER COSTS INCURRED IN RESPONSE TO THIS ANNOUNCEMENT.
