Description

The contractor shall provide all necessary labor, equipment, materials and supervision necessary to perform water and sludge testing from various locations at the Naval Air Station Joint Reserve Base, Willow Grove, PA. It is the Government's intention to award a firm fixed price/indefinite quantity service type contract. The procurement will be obtained utilizing Simplified Acquisition Procedures (SAP). The Basis for Award will be utilize a Best Value Method which considers price and other factors in determining which offeror receives the award. The only technical evaluation factor, other than price, shall be past performance, which is being evaluated using three sub-factors listed below, all of equal importance. Past Performance is slightly more important than price. Offeror's shall include a technical proposal or narrative, separate from the price proposal, which may include photographs, brochures, and other information which describes the offeror's Past Performance. The technical evaluation factor of Past Performance is being evaluated using three sub-factors which are: (1) Experience in performing tests of similar requirements with Government and/or private industry. (References must be within the last five years and include points of contacts with telephone numbers). (2) Professional qualifications, accreditation's and/or organizations in which Prime's and Subcontractor's testing laboratories are currently affiliated and certified. (3) List any de-certifications or revocations in the past five years including dates, reason and how situation was resolved. Information must be provided for the Prime and Subcontractor(s). Specific Testing Laboratory requirements are identified in the specifications. The performance period is for one year from date of award, plus two 12-month option periods. The North American Industry Classification System (NAICS) is 541380, the size standard is $5.0. The Request for Quotation will state the Basis for Award (evaluation criteria). This solicitation is issued as unrestricted open to large and small business concerns. The availability of the solicitation will be limited to the electronic medium. Specifications WILL NOT be provided in a paper hard copy format or CD-ROM. The address for downloading this solicitation from the Internet is http://www.esol.navfac.navy.mil. Downloading from the Internet is free of charge; however some specifications may take a considerable amount of time to download. All prospective quoters are required to register on the Naval Facilities Engineering Command ESOL website for this procurement WHEN specifications become available. An official planholder list will be maintained on and can be printed from the website. If you fail to register the Government cannot be responsible for your being notified of any amendments to the solicitation. The solicitation will not be available until on or about 30 December 2000. Notification of any changes to this solicitation (amendments) shall be made only on the Internet. It is therefore the contractor's responsibility to check the Internet site daily for any posted changes to the solicitation. In addition, all contractors are required to register in the Department of Defense (DoD) Central Contractor Registration (CCR) Database. Failure to register in the CCR makes an offeror ineligible for award of DoD contracts.
