- Description
- The Defense Threat Reduction Agency (DTRA) intends to issue a sole source purchase order to Taylor McKenzie, Inc. The propose of this contract action is to assimilate information on all technical parameters and other important aspects of the design of the U.S. portion of the communication system providing information into the International Monitoring System (IMS) supporting CTBT. This information is to be made available in a "U.S. Station Communications Network Manual" to all operators at the U. S. stations and the U.S. Radionuclide Laboratory, so as to support and, thereby, enable reliable communications from these components of the IMS. These objectives will be accomplished by extracting the essential elements of information from available technical sources (documents and individuals). The contractor will participate in technical meetings related to the communications architecture (including overseas and remote sites), components and protocols as necessary to ensure that all applicable information has been obtained. Gaps in knowledge or incomplete information will be filled in, or added to through independent analysis and assessment. The contractor shall provide the government project office in real time with technical information gathered or developed as required to ensure that U.S. stations are implemented on schedule, and data are transmitted from stations to the International Data Center. Information regarding issues that impact the schedule shall also be provided. The level of effort is estimated at about two-thirds man-year over an 8 month period of performance. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with Taylor McKenzie, Inc., under the authority of FAR 6.302. We know of no other contractor that has the unique capability to perform the work to assimilate the required technical information and develop the communications network manual within the timeframe. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen (15) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative written replies are received within this 15 day period, an award will be issued to Taylor McKenzie, Inc.
