- NASA/LaRC plans to issue a Request for Quotation (RFQ) for provision of 4-dimensional assimilation data for atmospheric temperature vertical profile, atmospheric water vapor profile, atmospheric wind profile, cloud liquid water content, cloud ice water content, and cloud cover vertical profile, surface properties including skin temperature, precipitation (snowfall, large scale precipitation, convective precipitation), surface pressure, surface sensible and latent heat fluxes, total cloud cover, 10 meter level surface wind speed components, 2 meter level temperature and dewpoint, surface net solar and solar and thermal radiation. This data is to be used to provide data products with improved estimates of vertical profile of radiative fluxes from the surface to the top of the atmosphere, as well as improved cloud property determination from spaceborne data sets. Spatial resolution of the data is to be at least 0.56 degrees in latitude and longitude for spatially gridded data fields and at least T213 for spherical harmonic data fields. Time sampling is to be 6 hourly for uninitialized analysis data and 3 hourly for first-guess data. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/LaRC intends to purchase unique data from the European Centre For Medium-Range Weather Forecasts (ECMWF) which is available from only one source. ECMWF is the only company that can meet the accuracy requirements for surface skin temperature accuracy, temperature profile accuracy, and water vapor profile accuracy judged scientifically critical to the advanced Clouds and the Earth's Radiant Energy System (CERES) data products produced at the Langley Distributed Active Archive Center (DAAC) for distribution to the U.S. and international science communities. It would take substantial duplication of costs for another firm to be able to met the accuracy requirements of the model and surface analysis, and such costs are not expected to be recovered through competition. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on December 29, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
