Description
The INL Bureau is requesting offers for the purchase of equipment to be installed in a Pilot Production Facility in Turkey. This procurement is a small business set aside. Vendors must contact the Contracting Officer, Ruth Porter, at telefax number 202-776-8720 and request a copy of the specifications for the equipment. The Pilot Production Facility will be used in producing research samples of pure codeine, codeine phosphate, codeine sulfate, codeine HCL, Morphone HCL, Morphine Sulfate and Dioxin. Through the experiments carried out in this unit, the Researcher Personnel will be able to detect the effect of increasing alkaloids in poppy capsules on CPS production. Major items of equipment required, include: Reaction Tank, feed tank, Distillate collection tank, liquid collection tank, condenser for reaction and crystallization tanks, a filter system, a centrifuge, Hot water recovery system, milling machine, pump for liquid transfer. Vendors must request the specifications from the Contracting Officer, as noted above. Requests must be telefaxed and the Contracting Officer will respond with the specifications by telefax to the vendors. This equipment will be exported to Turkey. The Government will make an award to the responsible Offeror(s) whose offer(s) conforms to the specifications and is most advantageous to the Government. For those offers meeting all technical specifications, delivery time ARO will then be of primary importance. Price is a factor for consideration in making an award. However, the Government may award to other than the lowest priced Offeror. Vendors must include estimated freight charges to port New York/New Jersey. Actual freight charges may be invoiced after delivery of equipment. Vendors submitting offers must send them via telefax to the Contracting Officer, Ruth Porter, and they must be received prior to 4:30 P.M., E.S.T. on January 18, 2001.
