Description
The Federal Highway Administration (FHWA) requires a contractor to test and evaluate a thrie beam transition from a guardrail to a bridge rail in accordance with the National Cooperative Highway Research Program Report (NCHRP) No. 350(1). This requirement will consist of using computer simulations to determine the critical impact point (CIP) of the transition section, conducting full-scale crash tests of the transition design, preparing test reports and preparing a final report in electronic format and storing test data on CD-ROM or Bernoulli cartridges. The solicitation, all related documents and amendments, if any, will only be released and available electronically through the Electronic Posting System (EPS) at http://www.eps.gov. NO WRITTEN, TELEPHONIC, FACSIMILE OR EMAIL REQUESTS FOR THE SOLICITATION PACKAGE WILL BE HONORED. Interested parties can register at the aforementioned site to receive procurement announcements by email. Since this solicitation will only be available electronically, it is the responsibility of interested parties to MONITOR the EPS website for any solicitation amendments. All responsible sources are encouraged to submit an offer. This is a FULL AND OPEN COMPETITIVE requirement. It is currently estimated that the RFP will be posted on the EPS on or about December 29, 2000. Please note that the _DUE_ date shown above is merely an ESTIMATE of the date on which the proposals will be due. The ACTUAL due date for the receipt of proposals will be stated in the RFP.
