Description
Veterans Affairs Medical Center intends to award an Architect/Engineer contract for preparation of working drawings and specifications, cost estimates, submittal review, and other construction period services for project number 590-228, Renovate and Expand Hemodialysis at the VA Medical Center, Hampton, Virgina. Renovation work shall occur while the building is occupied and design work shall ensure patient/employee safety. Prior to any demo, this contract shall incorporate CIH services to take lead/asbestos samples (to be sent to a certifed lab) for ensuring the safety of workers. If any lead or asbestos is found, the CIH shall prepare a detailed lead/asbestos removal plan and specifications to ensure all demo work shall be done in accordance with OSHA, CFR 29 Part 1926 and NIOSH criteria. All construction demo work shall be monitored (air samples taken) by both the contractor's CIH as well as by the A/E's environmental consultant. Project shall demolish all existing walls, ceilings, floor finshes, light fixtures, data/phone outlets, electrical panels/receptacles, fire/smoke alarms, sprinkler piping, HVAC, medical gas and various other utilities to prepare for newly designed space to meet the needs of the Hemodialysis Unit. Design work shall provide an efficient new floor plan which meet the VA's Handbook 7610 for space planning criteria. Drawings will be generated using AutoCAD Architectural Desktop Release 3. Specifications shall be compiled from VA master specifications which are available on the internet. The A/E firm shall also be familiar with the VA's design criteria for all disciplines and Chapter 316, Dialysis Center, of the aformentioned handbook. All design submissions shall be in accordance with Program Guide, PG 18-15, Volume C. Energy controls shall interface with the facility's Direct Digital Controls and Ethernet LAN. All existing utilities shall be redesigned for energy efficiency. Space design shall include 20 dialysis beds (approximately 4 isolation rooms), nurses station, patient/staff/public restrooms, water treatment room, staff locker/lounge/shower area, prep room, training room, and soiled/clean utility rooms. The A/E shall be familiar with NFPA 101, Life Safety Code. All design criteria for the VA is now published on the World Wide Web at www.va.gov/facmgt/standard/standard.htm. Selection criteria shall include as a minimum, (1) Experience in type of work required (2) Professional qualifications and experience of staff to be assigned to the project (3) Ability to accomplish work within required time frame (4) Past performance as related to quality of work, meeting schedules, and keeping within scope and budget (5) Area of consideration limited to 100 mile radius of the Medical Center. Appropriate data for the project must be submitted on Standard Forms 254 and 255 no later than January 11, 2001. Submission should emphasize experience on similar projects. This is NOT a request for proposals. NAICS 54131 applies. The construction cost estimate is between $1,000,000 and $5,000,000. Contract award is subject to availability of funds.
