- A-E SERVICES FOR FIRM FIXED-PRICE CONTRACT FOR PREPARATION OF PLANS AND SPECIFICATIONS AND FOR CONSTRUCTION ENGINEERING FOR FLOOD REDUCTION PROJECT AT BRECKENRIDGE, MINNESOTA SOL W81G6703486855 CONTRACT INFORMATION: Architect-Engineering services are required for a firm fixed-price contract for preparation of (1) contract drawings and specifications, (2) fair and reasonable estimate for construction costs, (3) construction engineering services, including shop drawing review, field data collection and inspection, providing engineering advice during construction, and O&M Manual, and preparation of as-built drawings. The contract is anticipated to be awarded by May 2001 and completed by November 2004. This announcement is open to all businesses regardless of size. The North American Industry Classification System (NAICS) code is 541330. Small Business size standard: $4 million. If a large business is selected for this contract, it must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan on that part of the work that it intends to subcontract. The subcontracting goals for this contract are that a minimum of 61.4% of the contractor's intended subcontract amount be placed with small business (SB), 9.1% be placed with small disadvantaged businesses (SDB), 5% placed with woman-owned small businesses (WOSB), 3% placed with disabled American veterans and HUBzone no numeric goal, but must address it in the plan. The plan is not required with this submittal. The wages and benefits of service employees (see FAR 22.10) performing under this contract must be at least equal to those determined by the Department of Labor under the Service Contract Act. The Corps has requested Service Contract Act wage rates for the following locations: Dakota, Scott, Olmstead, Hennepin and Ramsey Counties in Minnesota; Cass, Grand Forks and Walsh Counties in North Dakota; Eau Claire, Milwaukee and Dane Counties in Wisconsin; Clay and St. Louis Counties in Missouri; Muscatine County in Iowa; and Cook County in Illinois. Upon request of any interested offeror, the government will request a Service Contract Act Wage Determination within 30 days after the date of the announcement. That request must contain the state and county where the offeror proposes to perform the work. If you are awarded this contract and the place where you will perform the work is not covered by the Service Contract Act wage determination requested by the Corps and you do not timely request the Corps to obtain an additional Service Contract Act wage determination for your particular place of performance, the Corps will request a Service Contract Wage Determination for your particular place of performance and incorporate it into the contract (retroactive to the date of award) with no adjustment in contract price. 2. PROJECT INFORMATION: The major project features include levees, floodwalls, excavation, and relocations for the diversion channel, diversion channel inlet and outlet, side channel inlet structures, highway bridges, mechanically stabilized earth levees, floodwalls, closure structures (roadway and railway), gate wells, headwalls, relocation of utilities (water, sanitary sewer, storm sewer, electric, gas, cable), road raises, riprap, modifications to existing pump stations and associated work. The estimated construction costs is between $20 million and $25 million. 3. SELECTION CRITERIA: See numbered Note 24 for general A-E selection process. The selection criteria are listed below in descending order of importance (first by major criterion and then by each subcriterion). Criteria a-e are primary. Criteria f-h are secondary and will only be used as "tie-breakers" among technically equal firms. A. Specialized experience and technical competence: (1) those areas mentioned in PROJECT INFORMATION; (2) design of earthen structures and erosion protection measures; (3) design of hydraulic structures; (4) design of highway bridges; (5) CADD; (6) preparation of Electronic Bid Solicitation (EBS), which includes drawings in CALS format and specifications in PDF format (7) quality management. The evaluation will consider the management structure; coordination of disciplines, offices and subcontractors; and quality control plans. B. Professional capabilities including qualified registered professional personnel in structural, geotechnical, civil, hydraulic, specification, cost, mechanical and electrical engineering, landscape architecture, architecture and surveying. Evaluation will consider education, training, registration, overall and relevant experience and longevity with the firm. C. Past performance on contracts with respect to cost control, quality of work and compliance with performance schedules. D. Capacity to prepare plans and specifications for Stage 1 Diversion Channel of the Otter Tail river near Breckenridge, MN. (this includes 3 highway bridges) by Nov. 01; and plans and specifications for Stage 2 Flood Protection for the City of Breckenridge, Minnesota by the construction of flood barriers by May '02. E. Knowledge of the Red River Valley locality including cold climate engineering, design and construction. F. Extent of participation of SB, SDB, WOB, historically black colleges and universities, and minority institutions in the proposed contract team, measured as a percentage of the estimated subcontracting effort. G. Location of the firm in the general geographical area of the St. Paul District. H. Volume of DOD contract awards in the last 12 months as described in numbered Note 24. Volume of work for the St. Paul District will also be considered under this factor. The last three factors, minority business, location and volume of DOD work, are of equal value and will not be used unless more than one firm is considered highly qualified. Services to be provided include (1) preparation of final designs; (2) preparation of drawings using computer-aided design and drafting (CADD) and delivering the three-dimensional drawings in Bentley's Microstation software, release 5.x or higher Windows 95 or greater or Windows NT platform. Drawings must be in compliance with A/E/C CADD Standards. Drawings must be delivered in CALS format for Electronic Bid Solicitation (EBS). The Government will only accept the final product for full operation, without conversion or reformatting, in the target CADD software format, and on the target platform specified herein. The target platform is a personal computer, with a Windows 95 or greater or Windows NT operating system; (3) preparation of quantity take-offs and MCACES cost estimates; (4) preparation of EBS, which includes drawings in CALS format and specifications in PDF format; (5) construction engineering services including shop drawing review, contract modifications, engineering advice during construction, field inspection; (6) as-built drawings and operations and maintenance manuals. The SF 255 submitted by the contractor shall clearly delineate the type of CADD equipment, hardware and software, intended for use on this contract, the years of operating experience accumulated on the CADD system. The contractor shall provide references to other projects that they have completed using the stated CADD system. 4. SUBMISSION REQUIREMENTS: See numbered Note 24 for general submission requirements. Interested firms having the capabilities to perform this work must submit three copies of SF 255 (11/92 edition), and three copies of SF 254 (11/92 edition) for the prime firm and all consultants, to the above address not later than the close of business on the 30th day after the date of this announcement. If the 30th day is a Saturday, Sunday, or Federal holiday, the deadline is the close of business of the next business day. Include the firm's ACASS number and business size in SF 255, Block 3b. In SF 255, Block 10 include: 1) The total dollar amount of the Department of Defense contracts and total dollar amount of the contracting awarded the firm in the 12 months prior to this notice; 2) A description of the firms overall design quality management plan, including management approach, coordination of disciplines and subcontractors, and quality control procedures; and 3) An organization chart showing all named team members and their responsibilities for this contract. The Standard Form 255 will clearly denote the office location for each person identified in Section 7 of the Form. Solicitation packages are not provided for A-E contracts.
