- Description
- Kaiser-Hill Company, L.L.C. is the Contractor tasked with closing of the U.S. Department of Energy's (DOE), Rocky Flats Environmental Technology Site (RFETS or Site) in Golden, Colorado. Closure of RFETS necessitates, at times, concurrent characterization, decontamination, demolition, and remediation activities. The Contractor is requesting information from prospective Offerors who are interested in being pre-qualified to submit proposals at a later date to conduct RFETS-wide soil sampling and analysis (characterization) activities in support of closure of RFETS. Only proposals from pre-qualified Offerors will be evaluated. The selected Subcontractor will provide sampling and analysis services to characterize soil contamination at several hundred locations at RFETS; prior to, during, and after their remediation (if appropriate). Multiple sampling and analysis crews will be necessary to support concurrent characterization activities at many of these locations. The Subcontractor will be required to maintain a core staff at RFETS and have the capability to quickly mobilize additional staff to ensure timely support of sampling and analysis requirements as areas become available for work. The Subcontractor must be capable of working closely with other Contractor teams performing data assessment and remediation. Subcontractor responsiveness and ability to work with the Contractor as an integrated team will be key performance metrics for the Subcontract. The constituents that can be expected to be present in the samples consist of, but are not limited to, plutonium, americium, uranium, metals, and organic compounds (including chlorinated solvents, pesticides, and polychlorinated biphenyls). Transuranic element activities in some soil samples will exceed 100 nanoCuries per gram. The scope of work for the subcontract expected to be awarded will include, but not be limited to: surveying of sample locations using a global positioning system (GPS) and/or conventional surveying equipment; subsurface surveying using ground-penetrating radar; surface and subsurface soil sampling using scoops, hand augers, concrete coring devices, geoprobes, and hollow stem augers; decontamination of sampling equipment; radiological surveys of sampling locations, samples, and sampling equipment; sample preparation for analysis; field analysis using specialized instruments that are field portable where possible, and otherwise located in an on-site mobile facility at RFETS that will provide real-time or near real-time data turnaround, including but not limited to x-ray fluorescence and/or laser-induced breakdown spectroscopy, in-situ and fixed geometry gamma spectroscopy, and gas chromatography (GC) and/or GC/mass spectrometry; sample shipping for off-site analysis (off-site analysis provided by others); and data management using software that will continuously record and download all relevant sample and quality control (QC) data in a space delimited text format for Contractor use in a relational Microsoft Access database. The Subcontractor will provide all personnel, equipment, tools, materials, instruments (including their calibration and maintenance), mobile facilities, software, supervision, management, and other items and services necessary to perform the work. Intrusive soil sampling activities that utilize heavy equipment are Davis-Bacon covered, and Offeror must comply with the Project Labor Agreement in conducting radiological surveys. The Subcontractor will be 100% responsible to perform work in accordance with all Site requirements and procedures. The contract is valued at $10,000,000 to $20,000,000 over a 5-year period. The contract type will be Fixed Unit Rate. Prospective Offerors must provide the information listed below. Prospective Offerors who intend to submit proposals under a teaming arrangement, or as a joint venture or limited liability company, must provide this information for each major member of the team as appropriate for the team members role. 1) Project Experience. a) Describe two projects similar scope and magnitude that the Offeror has performed during the last five years. The projects must involve work of the same complexity as the work that will be required. The Offeror must have performed these projects as the prime contractor. b) Provide the name, title, fax number, and telephone number of two client references for each project. These references must be able to address Offeror's safety record, overall performance and cost control. 2) Corporate Training Program. Provide documentation to substantiate that the Offeror's Training Program would result in provision of appropriately trained employees in the performance of the work, e.g., a Program that provides for training in DOT Awareness (49CFR), DOT Basic Transportation of Hazardous Materials, DOT Advanced Hazardous Waste Transportation, DOT Advanced Hazardous Radioactive Transportation, DOT International Air Transport Association Dangerous Good Transportation, OSHA 40 hr., SCBA training, and confined space entry. 3) Environmental Safety & Health (ES&H) Program. Provide the following documentation:  Corporate Health And Safety Program Plan Table of Contents (TOC). (Contractor expectation of prospective Offeror is a health and safety program that addresses at a minimum the following: a) Prevention of accidents, injuries/illnesses, and damage to property and equipment; b) Records maintenance; c) Hazard identification and mitigation; d) Employees right and encouragement to report unsafe conditions and to stop work without fear of reprisal; e) Audits to assess the effectiveness of the Program; f) Hazard Communication Program which includes maintenance of Material Safety Data Sheets (MSDS)).  Letter from Insurance Carrier denoting Worker's Compensation Experience Modification Rate (EMR) for the past three complete years or reason an EMR has not yet been established. (Contractor expectation of prospective Offeror is an EMR less than or equal to 1.0.  Bureau of Labor Statistics (BLS) Log and Summary of Occupational Injuries and Illnesses (OSHA 200 Logs) for the past three complete years.  Certification that the Number of Recordable Cases (Sum of OSHA 200 Column A X 200,000 / hours worked) is equal to or less than 3.2 and Number Day Away From Work Cases (Sum of OSHA 200 Columns 3 and 10 X 200,000 / hours worked) is less than 0.64.  A copy of OSHA citations for the past three complete years including type of citation, fines levied, and fines paid, or certification that Offeror has not received any OSHA citations during the last three years. 4) Financial Capability. Provide Offeror's Annual Report or sufficient information to substantiate the Offeror's financial capability. 5) Quality Program. a) Copy of the TOC for the Offeror's Quality Assurance Program (QAP) Plan and b) Certification that the Offeror's program meets the requirements of DOE Order 414.1, 10 CFR 830.120, NQA-1, and ISO 17025, as applicable. 6) Support for Small and Small Disadvantaged Businesses. Provide documentation that substantiates Offeror's support of Small Business and Small Disadvantaged Businesses. (Small Business requirements will be identified in the solicitation). 7) References. Provide a list of all projects of similar scope and magnitude that the Offeror has performed during the last two years. For each project listed provide a) client name, b) fax number, and telephone number of the client point of contact, c) dollar value, d) description of scope, e) contract type, and f) period of performance. As solely determined by the Contractor, the omission or failure to correctly and satisfactorily respond or certify to any pre-qualification criterion as required above may result in the prospective Offeror's elimination from further consideration. No other information, except as specified herein (i.e. cover letter addressing pre-qualification responses/certifications and relevant attachments) shall be included in prospective Offeror's pre-qualification submission. The pre-qualification submission is limited to 75 pages. A Request for Proposal (RFP) will only be issued to prospective Offerors who are determined by the Contractor to be the most qualified based on the responses received to this pre-qualification announcement. Selection of the most qualified prospective Offerors will be at the sole discretion of the Contractor. The selected Offerors who submit under a teaming arrangement or as a joint venture or limited liability company can add team members prior to submittal of a proposal in response to the RFP, but cannot delete team members. Offeror's pre-qualification submittals are due by 4:00 p.m. local Denver time on January 24, 2001. All pre-qualification submittals shall be sent to Annette Winzent-Dichard, Kaiser-Hill Company, L.L.C., Rocky Flats Environmental Technology Site, Procurement, Building 116, 10808 Highway 93, Unit B, Golden, CO 80403-8200. Faxed submittals will not be accepted. The solicitation will be issued in early June 2001, with a tentative closing date in mid-July 2001. The successful Offeror and its team members (if any) for this solicitation will not be awarded a contract for remediation services at RFETS (Solicitation No. KH002259) and vice versa. The proposed performance period is a two-year base period from October 1, 2001 through 1 September 30, 2003 with three one-year options. *****
