Description
The Defense Supply Service-Washington, on behalf of the Director for Operational Test and Evaluation (DOT&E) requires a contractor to provide engineering and technical analysis support. The contractor must possess the technical capability to cover the full spectrum of support to include independent review, analysis, assessment, recommendations, and project management tasks undertaken by DOT&E, Resources and Ranges Directorate in support of the Secretary of Defense with respect to DoD test and evaluation and resources and ranges matters. DOT&E's defense-wide mission responds to a need for independent program level test, evaluation, engineering, analysis and documentation in support of OSD interests. Support must focus on issues that will influence: system acquisitions, military capabilities, test policy and guidance, test reviews and reporting, utilization of test resources, development of strategies and plans, technical risk management, models and simulations, technology protection, application and transfer, environmental technology and protection, major range protection and international testing agreements. Requirements levied on DOT&E and subordinate organizations will impose relatively demanding conditions of technical rigor, analytical impartiality and soundness, innovation, and freedom of conflicts of interest (Note: the contract services do not include hardware development). The successful contractor will be required to commence work involving access to classified information immediately upon contract award. Therefore, a DoD TOP-SECRET facility clearance is required. The contractor will be required to receive, generate, and store up to SECRET information at its facility. Key personnel of the successful offeror who will be performing on this contract must have TOP SECRET personnel security clearance based on a current SSBI and be eligible for access to SCI. Foreign participation is not authorized. The successful offeror will be required to be located in the Washington, DC metropolitan area, within a 30 mile radius of DOT&E. The contract will be a single award, Indefinite Delivery/Indefinite Quantity/Firm Fixed Price Contract, for a base period and four, one-year options. This contract is a follow-on to contract number SEA993-96-C-0008 with TRW, Inc., Systems Integration Group which expires on 14 July 2001. This acquisition is unrestricted, based on full and open competition. The NAICS Code is 541690 and the small business size standard is $5M. In accordance with FAR 5.102(a)(7) availability of the solicitation will be limited to the electronic medium; the solicitation will be available for download free of charge via the DSS-W homepage at: http://www/hqda.army.mil/dssw. It is anticipated that the solicitation will be issued on or about 29 January 2001. Hard copies will not be provided. Notification of any changes (amendments) to the solicitation will be made on the webpage at the address listed above. It is the contractor's responsibility to check the website for any posted changes to the solicitation. Telephone requests for a copy of the solicitation will not be honored.
