Description
a. THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-18. The associated North American Industrial Classification System (NAICS) code for this procurement is 235990 with a small business size standard of $7 million, This acquisition is set aside for small businesses. The National Institute of Standards and Technology (NIST) has a requirement for Temporary Lifting Services to Support Elevator Replacement at the National Institute of Standards & Technology, 100 Bureau Drive, Bldg.202, Gaithersburg, MD. The Contractor shall provide all plant, materials, and labor necessary to meet the requirements of this statement of work. The Government is planning a site visit. Offerors are strongly urged to attend this site visit to fully inform themselves about the location and conditions under which work is to be performed. The site visit will be held at NIST, 100 Bureau Drive, Bldg.301, Room B117 at 10:00 Thursday December, 21, 2000. The Government has the following requirement: Lift a 4-foot by 4-foot wooden pallet. The pallet will be loaded up to 3,000-pounds (maximum). The maximum height of the loaded pallet is 4 feet. The Government will load the pallet and secure the equipment on the pallet. If the contractor determines the pallet is improperly loaded, notify the COTR immediately so the Government may reload the pallet. The Contractor may add additional protective wrapping on the pallet with approval from the COTR. The majority of the loads will be evenly loaded, but there may be times the pallet is not evenly loaded. The contractor may add additional weight to balance the pallet with COTR approval. The contractor shall lift the pallet from the first floor in the high bay inside Building 202 to the second floor. The Government will accept the pallet once it is inside the corridor on the second floor. It is the contractor's responsibility to deliver the load inside the corridor. The contractor shall also lift pallets as identified above, from the second floor corridor to the first floor. The Government will accept delivery once it is on the first floor. It is the contractor's responsibility to take delivery of the pallet in the corridor. The Contractor shall protect the existing pipes from physical damage. Once the base contract is complete or the options are complete, the contractor shall remove the material and equipment used to support the lifting/removing pallets. The Government will provide a 6-foot opening (doors) on the second floor, which will be used to deliver and remove the pallet. The Government will have the keys to the doors. In addition the Government will provide a safety rail system at the door. The Government requirement is not on a fixed scheduled. The COTR shall notify the contractor that a lifting and or removing requirement exists within 2 business days. The contractor shall report to the site and lift and remove pallets for 2 hours. The two hours does not include contractor set up or break down time. The 2 hours shall start when the contractor lifts the first pallet. During the two hours the contractor shall lift and remove up to eight pallets. The two-hour lifting and or removing period shall be defined as a "lifting session". NIST hours of operation are 7:30 AM to 5 PM. Lifting sessions shall not start before 3 PM. Contractor shall be ready to lift or unload prior to 3 PM. The contractor shall propose on the following Contract Line Item Numbers (CLIN): CLIN 0001 -- 13 lifting sessions on 13 days; Quantity 1 JOB. CLIN 0002 -- Option #1: 5 additional lifting sessions on 5 days; Quantity 1 JOB. CLIN 0003 -- Option #2: 5 additional lifting sessions on 5 days; Quantity 1 JOB. CLIN 0004 -- Option #3: 5 additional lifting sessions on 5 days; Quantity 1 JOB. CLIN 0005 -- Option #4: 5 additional lifting sessions on 5 days; 1 JOB. Site drawings are available and can be obtained by written request faxed to 301-963-7732. Period of performance is from award through 120 days thereafter. The FOB point shall be DESTINATION, Gaithersburg, MD. The Government will award a purchase order resulting from this combined synopsis/solicitation to the responsible offeror whose quotation, conforming to this synopsis/solicitation, will offer the best value to the Government, price and other factors considered. The following will be used to evaluate quotations: (A) Technical Capability to Meet Specifications (Offerors shall address all specifications, and shall provide indication of understanding and ability to meet requirements and discuss safety plan and plan to protect the piping); (B) Past Performance/Experience (provide list of contacts, including phone numbers, to conduct firm's past performance in successfully accomplishing activities similar to those identified in the Statement of Work (SOW); and (C) Price inclusive of option quantities. All offerors are to include with their quotes, a completed copy of provision 52.212-3, Offeror Representations and Certifications-Commercial Items, which may be downloaded from www.arnet.gov. The following Federal Acquisition Regulation (FAR) provision applies to this solicitation: 52.212-1, Instructions to Offerors-Commercial; The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. This clause identifies the classes of service employees expected to be employed under this contract and states the wages payable to each if they were employed by the contracting agency subject to the provisions of 5 U.S.C. 5341 or 5332.
