Description
The Fleet and Industrial Supply Center, Norfolk Naval Shipyard Annex proposes to contract for services to update Norfolk Naval Shipyard existing electronic station map using aerial photography and photogrammetric mapping. This action is a combined synopsis/solicitation for a commercial item prepared in accordance with FAR Part 13 with the format in Subpart 12.6 as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; A SEPARATE WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number N00181-01-Q-0126 applies and quotations are being requested. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-20 and the Defense Federal Acquisition Regulations Supplement 1998 Ed. The Standard Industrial Code is 7389 with a small business size of $3.5mil. SCOPE OF WORK: The Norfolk Naval Shipyard Facilities and Maintenance Engineering Division requires an update to its existing electronic station map using aerial photography and photogrammetric mapping. The areas that require update are Norfolk Naval Shipyard (NNSY), Southgate Annex, and Scott Center Annex. NNSY currently uses Microstation software in dgn format to maintain its electronic Station Map files in Tri-Service standards. These files will be provided for updating. File structure and file format must be maintained for final delivery of updated files. The specific areas of concern for updating should include but not be limited to utility structures (manholes, substations, inlets, etc), roads and parking lots including all parking lines, new buildings, changed railroad and crane rail, and changed fence locations. Field verification will be required for the additional features provided on the updated files. The folowing items will be required: Natural color aerial photography should be obtained for all areas at an approximate scale of 1"=200'. Each area should also be photographed at a higher altitude to provide individual single exposure coverage. Also, we require approximately 20 oblique views between all areas utilizing hand held medium format camera. The following products will be required: One set of updated files in Tri-service Spatial Data Standard using Microstation SE (dgn) format. (On Compact Disc). One set of updated files in Tri-service AEC standards using AutoCad Rev 14 (dwg) format. (On Compact Disc). Two sets of natural color contact prints (8x10). A completed tiled map of all photos (scale 1"=200'), Geo-referenced with the digitized files. One black and white photo index of mylar. One color enlargement of each area, printed from high altitude coverage. Two sets of prints of all oblique views. One set of all photographs in pdf format, bookmarked and thumbnailed. (On Compact Disc). One control report. One set each of Real Estate summary maps in electronic dgn and dwg format (on Compact Disc) in accordance with the Virginia State Plane Coordinate System, South Zone, N.A.D. 1983. DFARS 252.204-7004 "REQUIRED CENTRAL CONTRACTOR REGISTRATION" applies.. LACK OF REGISTRATION IN THE CCR DATABASE WILL MAKE AN OFFEROR/QUOTER INELIGIBLE FOR AWARD.
