Description

The Department of the Treasury, Community Development Financial Institutions Fund, has a requirement for the rental of lodging rooms and conference facilities for the period of June 3, 2001- June 7, 2001. The requirement is for the rental of 36 sleeping rooms and 22 suites and/or sleeping rooms to be configured as break out meeting rooms for a total 58 lodging rooms. The fifty-eight lodging rooms are required 6/3/2001_6/7/2001; continental breakfast (66 people @ 4 days on 6/4/2001 _6/7/2001); afternoon snack break (6/4//2001 _ 6/7/2001); buffet style lunch (66 people @ 1 day) to be served on June 4, 2001. The Treasury requires a large meeting room in which to hold a general session meeting for the period of June 4, 2001 through June 7, 2001. The Treasury will consider a meeting configuration of one large general session room that accommodates 66 people at round tables (or classroom style) and twenty-two suites and/or sleeping rooms configured for use as break out rooms. The Treasury will also consider a configuration such that we have one large general session room that accommodates 66 people at round tables (or classroom style) and eleven small breakout rooms to accommodate 6 people each at two large tables. The Treasury will consider proposed variations in the break out room and large general session room configuration through out the meeting period. The break out rooms and general session room shall be equipped with data ports for computer access to the Internet. The large conference room shall be set up by 8:00am on June 4, 2001. The large conference room shall be equipped with a podium and a microphone and one wireless microphone to handle audience questions. The large conference room shall have a screen and LCD projector to accommodate a laptop and PowerPoint presentation on June 4, 2001. Conference space (including the large general session room) shall be available from June 4-6, 2001 on a 24-hour basis to accommodate required office supplies and equipment needed for the conference. The Treasury will host a brief reception in the large general session room or other room provided from 5:00-7:30 pm on June 4, 2001. The Treasury will require heavy hors d_oeuvres and a cash bar for 66 people. The hotel/conference facility must be located within a 5 Block radius of the Treasury Department, CDFI Program Office located at 601 13th Street, N.W., Washington, D.C. 20005 or within easy walking distance of the Metro. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. Solicitation RFQ01-F010 is issued as a request for quotations (RFQ). The solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 97-03. This action is unrestricted. The Standard Industrial Code (SIC) is 7011 and NAICS is 72111. The small business size standard is $5 Million. The Government will award a purchase order resulting from this solicitation to the responsible offer or whose offer conforms to the solicitation and is the most advantageous to the Government, price and other factors considered under authority of FAR clause 52.212-2 Evaluation- Commercial Items. Evaluation will include the quality and location of facilities as well as past performance. The offeror shall submit a list of 3 similar activities conducted from November 30, 1999 through November 30, 2000 with names and numbers that may be contacted. Quality, location of facilities and past performance, when combined, are of greater importance than cost or price. The Government will perform a site visit of the facility prior to award of the purchase order to evaluate the overall quality of the facility and location. Offers shall comply with the provision at FAR 52.212-1, Instructions to Offers-Commercial Items, and submit a sufficient description of the items being offered in order to evaluate compliance with the requirements in this solicitation. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial items, applies to this acquisition. Also the clause at 52.212-5, Contract Terms & Conditions required to implement Statutes or Executive Orders-Commercial Items, applies to this acquisition, including paragraph B, subparagraphs (6) 52.222-26, (7) 52.222-35, (8) 52.222-36, (9) 52.222-37, and paragraph C, subparagraphs (1) 52.222-41 and (2) 52.222-42.
