Description
This project consists of the design and construction of forty-six (46) family housing units to replace forty-six (46) existing family housing units. The new housing units shall be three bedroom units designed for junior non-commissioned officers (JNCO). Units may be a single unit or duplex type, however, single family units are preferred. The project site is a clean site adjacent to the existing Phase II family housing project that is currently under construction. Work under this phase includes site clearing and bedrock excavation, utility systems, roads, sidewalks, landscaping, privacy fencing, and neighborhood playgrounds. Work also will include upgrading some existing infrastructure, such as a new electric feed to the site and a new water storage tank to serve the housing areas. Demolition of forty-six (46) units of existing family housing will also be included in the contract. Demolition will include asbestos and lead paint abatement. The Time for project completion is 450 days. The estimated value of the project is between $5M and $10M. This solicitation will be conducted in two Phases. In Phase One (Pre-Qualification), submittals will be evaluated to determine which offerors may submit proposals for Phase Two. Up to five (5) firms will be pre-qualified to participate in Phase Two. The Pre-Qualification notice for this project will be posted at: http://www.nws.usace.army.mil/ct/ebs/asp/ViewSolicitation.asp?SolicitationNumber=DACA67-01-R-0208 on or about 15 December 2000 with response due on or about 12 January 2001. The notice will include the pre-qualification evaluation factors and submittal instructions. Any subsequent revisions to the notice will be shown on the referenced Internet website. The Government will not mail, fax or e-mail the Pre-Qualification Notice. Offerors are responsible for checking the referenced page for any update(s) to the Notice. The website is occasionally inaccessible due to maintenance. The Government is not responsible for any loss of Internet connectivity or for an offeror's inability to access the document posted at the referenced website. The Standard Industrial Classification Code (SIC) has been replaced by the North American Industry Classification System code (NAICS). The NAICS code for Engineering Services is 233210, which is matched to SIC code 1521. The Size Standard for a small business under this procurement is that the annual average gross revenue taken for the last 3 fiscal years does not exceed 27.5 million. This project is open to both large and small businesses. If you are a large business and your bid or proposal will exceed $1MIL, you will be required to submit a subcontracting plan.
