- Description
- Kaiser-Hill Company, L.L.C. is the Contractor tasked with closing of the U.S. Department of Energy's (DOE), Rocky Flats Environmental Technology Site (RFETS or Site) in Golden, Colorado. The Contractor is currently preparing for closure activities that necessitate concurrent characterization and remediation activities. The Contractor is requesting information from prospective offerors who are interested in being pre-qualified to submit proposals at a later date to conduct RFETS-wide remediation activities to support closure of the RFETS. Only proposals from pre-qualified offerors will be evaluated. Selected Subcontractors will remediate soil contamination at over one hundred locations at RFETS. The size of the individual remediation sites will range from less than 10 cubic yards to over 100,000 cubic yards. Most sites are expected to be remediated between fiscal year (FY) 2002 and FY 2005. The total scope of work being subcontracted is estimated at approximately $15 to $30 million over a five-year period. Contractor anticipates two awards as a result of this solicitation. The format of the anticipated solicitation will be fixed unit rates under a master task subcontract using task orders for individual elements of work. However, where extent of contamination can be adequately defined, this scope may be competed between the two winning subcontractors as a firm, fixed cost task. All work is expected to be covered by the Davis-Bacon Act and the Site's Project Labor Agreement. Characterization and remediation activities will be conducted concurrently under separate subcontracts. The characterization scope will be awarded under solicitation number KH002258. The selected Subcontractors' responsiveness and ability to work with the Contractor as part of an integrated team will be a key performance metric for the Subcontract. The remediation scope of work will include, but not be limited to:  Excavation of contaminated sediments, soils and associated debris from contamination release sites within a congested industrial area. Contaminants that can be expected consist of, but are not limited to, plutonium, americium and uranium, metals, and organic compounds (including chlorinated solvents, pesticides, and polychlorinated biphenyls).  Backfill and stabilization of excavated areas;  Flushing, foaming or grouting and/or removal of process waste lines, sanitary and storm sewers, and footing drains;  Removal of concrete slabs remaining upon completion of facility demolition activities;  Removal of asphalt pavement (i.e., roads, parking lots, pads). This material will be recycled on Site where possible;  Packaging of waste materials from excavation and other removal activities into appropriate waste containers, maintaining appropriate waste accumulation areas at project sites and transporting filled waste containers to appropriate waste storage areas. The Subcontractor will supply trained waste generators and waste inspectors. Offsite shipment is not included in this scope of work. The Subcontractor will maintain a core staff and crew at RFETS, and have the capability to mobilize additional staff to ensure timely support as areas become available for work. The Subcontractor will be completely responsible for performing work safely and in accordance with all Site requirements and procedures. The Subcontractor will provide all resources including equipment, personal protective equipment, tools, materials, instrumentation, trailers, computers, software, supervision, management, weather structures and/or containment structures and other items and services necessary to perform work. Prospective offerors must provide the information listed below. Prospective offerors who submit proposals under a teaming arrangement, or as a joint venture or limited liability company, must also provide this information for each major member of the team, as appropriate for the team member's role. A. Project Experience. Please provide the following information: i) Describe two projects similar in magnitude that the offeror has performed during the last five years. The projects must be similar in scope and involve work of the same complexity as the work that will be required. The offeror must have performed these projects as the prime contractor. ii) Provide the name, title fax number, and telephone number of two client references for each project. These references must be able to address offeror's safety record, overall performance and cost control. B. Corporate Training Program. Please provide documentation substantiating that all individuals the offeror would use in the performance of the work described above will be appropriately trained to perform the required work. C. Environmental Safety & Health (ES&H) Program. Please provide the following documentation: (i) Table of Contents for the Corporate Health and Safety Program. Contractor expectation of prospective offeror is a health and safety program that addresses, at a minimum, the following: (a) Elimination of accidents, injuries/illnesses, and damage to property and equipment; (b) Records maintenance; (c) Hazard identification and mitigation; (d) Employees right and encouragement to report unsafe conditions and to stop work without fear of reprisal; (e) Audits to assess the effectiveness of the Program; and (f) Hazard Communication Program which includes maintenance of Material Safety Data Sheets [MSDS]). (i) Letter from Insurance Carrier denoting Worker's Compensation Experience Modification Rate (EMR) for the past three complete years or reason an EMR has not yet been established. (Contractor expectation of prospective offeror is an EMR less than or equal to 1.0). (ii) Bureau of Labor Statistics (BLS) Log and Summary of Occupational Injuries and Illnesses (OSHA 200 Logs) for the past three complete years. (iii) A copy of OSHA citations for the past three complete years including type of citation, fines levied, and fines paid, or certification that offeror has not received any OSHA citations during the last three years. (iv) Certification that the Number of Recordable Cases (Sum of OSHA 200 Column A times 200,000/hours worked) is equal to or less that 3.2, and Number Day Away From Work Cases (Sum of OSHA 200 Columns 3 and 10 X 200,000/hours worked) is less than 0.64. D. Financial Capability. Please provide offeror's Annual Report or sufficient information to substantiate the offeror's financial capability. E. Quality Program. Please provide the following information: (i) Copy of the table of contents for the offeror's Quality Assurance Program (QAP) Plan, and (ii) Certification that the offeror's program meets the requirements of DOE Order 414.1, 10 CFR 830.120, and NQA-1, as applicable. F. Support for Small and Small Disadvantaged Businesses. Please provide documentation substantiating offeror's support of Small Business and Small Disadvantaged Businesses. Small Business requirements will be identified in the solicitation. G. Labor Relations. Please provide documentation that the prospective offeror has labor relations experience in a union environment. H. References. Please provide a list of no more than five projects of similar nature and scope (not provided in Item A, Project Experience) that the offeror has performed during the last two years. For each additional project listed provide: (i) Client name, (i) Name, fax number, and telephone number of the client point of contact, (ii) Dollar value, (iii) Description of scope, (iv) Contract type, and (v) Period of performance. As solely determined by the Contractor, the failure to correctly and satisfactorily respond to or certify any pre-qualification criterion as required above may result in the prospective offeror's elimination from further consideration. No other information, except as specified herein (i.e., cover letter addressing pre-qualification responses/certifications and relevant attachments) shall be included in prospective offeror's pre-qualification submission. The pre-qualification submission is limited to 50 pages. A Request for Proposal (RFP) will be issued to the prospective offerors who are determined by the Contractor to be the most qualified based on the responses received to this pre-qualification announcement. Selection of the most qualified prospective offerors will be at the sole discretion of the Contractor. The selected offerors who submit under a teaming arrangement, or as a joint venture or limited liability company, may add team members prior to submittal of a proposal in response to the RFP, but may not delete team members. Telephone calls will not be accepted. offeror's pre-qualification submittals are due by 4:00 p.m. Denver time on January 16, 2001. All pre-qualification submittals shall be sent to Annette Winzent-Dichard, Kaiser-Hill Company, L.L.C., Rocky Flats Environmental Technology Site, Procurement, Building 116, 10808 Highway 93, Unit B, Golden, CO 80403-8200. Faxed submittals will not be accepted. The solicitation will be issued to pre-qualified offerors in early June 2001, with a tentative closing date mid-July 2001. As previously stated, characterization and remediation activities will be conducted concurrently under separate subcontracts. Prospective offerors may submit proposals for both the characterization (solicitation number KH002258) and remediation solicitations. However, the same offeror and team members (if any) will not be awarded contracts for both activities. The proposed performance period is a one-year base period from October 1, 2001 through 1 September 30, 2002, with four one-year options.
