- Description
- This project includes providing all labor, materials, and equipment to design and construct a new 1208 m2 Aquatic Combat Training Facility, comprised of a Natatorium, Lifeguard Room, Family Locker Room, Pool Equipment Storage Room, Pool Mechanical Room, Pool Chemical Room, Building Mechanical Room, and Building Electrical Room. The Natatorium shall house a 25-yard swimming pool and a 3-meter platform dive tank. The work shall be located at the Naval Station Everett, Everett, Washington. The new facility shall be located directly adjacent to the existing Fleet Recreation Complex and shall share the existing Men and Women's Locker Rooms. The primary entry point into the new facility shall be from the existing Fleet Recreation Complex, via a new entry corridor. The new facility shall conform to the Base Exterior Architecture Plan (BEAP) and match the existing Fleet Recreation Complex in exterior architecture and finishes. The work includes integrated site development and incidental related work to provide a complete and useable facility. During performance of this work, hazardous waste, or pollution abatement may be required. This procurement is open to all business concerns. The North American Industry Classification Code is 23332. The related small business size standard is $27.5 million. The funding profile for this contract is $4,400,000. The anticipated contract duration is approximately 400 calendar days. The exact duration will be stipulated in the Phase II RFP. This procurement will be executed in accordance with FAR Part 36.3, "Two-Phase Design-Build Selection Procedures". Phase I: Offerors will be evaluated on the following factors: FACTOR I Past Performance and Experience; FACTOR II Technical Qualifications and Experience; FACTOR III Management Approach; and FACTOR IV Subcontracting Experience, Achievement, and Goals. A maximum of five (5) of the highest rated Offerors will be selected to proceed to the Phase II selection procedures. Phase II: Offerors will be evaluated on the following factors: FACTOR I Technical Solutions; FACTOR II Past Performance and Experience; FACTOR III Technical Qualifications and Experience; FACTOR IV Management Approach; FACTOR V Schedule; FACTOR VI -- Subcontracting Experience, Achievement, and Goals; and FACTOR VII Price. This procurement will result in award of a firm-fixed price contract. Offerors are advised that the Government intends to evaluate proposals and select Phase II Offerors without discussions or any contact concerning the proposals received. Therefore, proposals should be submitted initially on the most favorable terms. Offerors should not assume that they will be contacted or afforded an opportunity to qualify, discuss, or revise their proposals. Offerors submitting technical and price proposals will not be compensated. The solicitation will be provided for download free of charge via the Internet World Wide Web at http://www.esol.navfac.navy.mil. This will be the only method of distributing the solicitation. It is the Offeror's responsibility to check the web site periodically for any amendments and notices to this solicitation. The official plan holders' list will be maintained on, and can be printed from, the web site. All prospective Offerors and plan centers are encouraged to register as plan holders on the web site. Plan holder lists will not be faxed and will only be available from the web site. The Phase I Request for Proposals (RFP) will be available on or about 5 January 2001. Phase I proposals will be due around 7 February 2001. The exact date will be stipulated in the Phase I RFP. The Phase II RFP will be available on or about 28 February 2001. All qualified responsible sources may submit an offer that shall be considered by the agency.
