Description
Notice is hereby provided of the Government requirement to procure for the construction of renovations and alterations to office space (approx. 604 square meters), on the third (3rd) floor of the James T. Foley Courthouse, Albany, NY. The successful contractor shall furnish all necessary labor, materials, and supervision. The proposed construction includes, but is not limited to, selective demolition, lead abatement, asbestos abatement, various alterations to existing walls, erection of partitions, insertion of new ceiling, providing new finishes and built-in equipment and alterations to the HVAC, plumbing, fire protection and electrical systems. This procurement is open to competition among both large and small business concerns pursuant to the Small Business Competitiveness Demonstration Program (FAR subpart 19.10). The magnitude of this construction project is estimated between $500,000 and $1,000,000. The North American Industry Classification System (NAICS) code is 233320 and the size standard is $27.5 million. Performance and payment bonds will be required following award pursuant to the Miller Act. A bid guarantee is also required. The solicitation will contain a 10% price evaluation preference for HUBZone small business concerns pursuant to FAR 52.219-4; an additional 10% Price Evaluation Adjustment will be available to small disadvantaged business concerns from the states of AL, AR, IL, IN, KY, LA, MI, MS, NJ, NY, OH, OK, PA, TN, TX, and WI pursuant to FAR 52.219-23 (ALT II). The required construction completion date is 330 days commencing one day after the notice to proceed. The tentative solicitation release date is January 4, 2001. All responsible sources may submit a proposal that will be considered by the agency. The solicitation, amendments to the solicitation and specifications will only be available for downloading on the GSA FedBizOpps website at www.fedbizopps.gov; FBO for Vendors; GSA; PBS; Upstate Property Management Center (2PMC-U), Syracuse, NY. Hard copies of drawings will be available for viewing at the Upstate Property Management Center, Syracuse, NY, at the Building Manager's Office at the James T. Foley Courthouse, Albany, NY, or at plan room locations. Contractors are requested to provide a street address as compact disks (CD ROM) for drawings will be sent by overnight delivery and cannot be delivered to a post office box. Only one disk drawing package will be provided per contractor. Contractors should request E-mail notification from FedBizOpps in order to remain apprised of solicitation availability. E-mail all requests for CD ROM drawings including Contractor e-mail address to the attention of Joan Koeppe at the e-mail address shown.
