Description

The USDA, National Animal Disease Center,2300 Dayton Ave, Ames, Iowa, intends to procure the following item on a sole source basis, (A LEASE TO OWN) Beckman (144003) P/ACE SYSTEM MDQ WITH UV, with Citicapital (formerly Citcorp)under authority of FAR 6.302-1(a) (ii) This requirement is sole sourced to Citicapital, because funds are not available to purchase the system out right. This system will be used with an existing computer which has the Beckman P/ACE station software loaded to operate this instrumentation. In addition, a laser from the present equipment will be used as well. This new instrumentation will be an update of the present instrumentation and to ensure that all of the instrumentation including the present instruments it is necessary to lease the Beckman MDQ which is completely compatible with the existing instrumentation and software. The first installment of the lease to own will be paid (approx. 30 to 45 days) after the equipment is receipted for by The National Animal Disease Center, 2300 Dayton Ave, Ames Iowa, 50010. This is a combined synopsis/solication prepared in accordance with the format in the Federal Acquisition regulation,supplemented with information included in this notice. This solciitation incorporates provisions and clauses that are applicable and in effect through the current Federal Acquisition Circular (FAC) It is the Contractors responsibility to be familiar with all applicable clauses and provisions. No RFQ will be prepared or made available. Offerors must include a completed copy of the Provision of FAR clause 52.212-3 Offeror Representations and Certifications. Interested persons seeking to challenge the sole source (LEASE TO OWN) must present clear and convincing evidence of their capability to provide the requirements within 15 days after the date of publication of this synopsis. Oral communications are not acceptable. "Note 22 applies, however all offers received within 15 days (in lieu of 45 days) after date of publication of original synopsis will be considered by the Government." See Note 22
