Proposals should conform to the format and instructions in the PIP; non-conforming proposals risk being rejected by the Source Selection Authority. OBJECTIVE: The Defense Advanced Research Projects Agency (DARPA) Special Projects Office (SPO) is soliciting proposals from qualified organizations for the Jigsaw Project, under BAA 01-15. The Jigsaw Project will develop advanced LADAR systems to be used for reliable Combat ID by a human. The Government solicits proposals in support of two parts of the Jigsaw Project: "Sensor Design Efforts" (SDEs) as well as "Technology Development Efforts" (TDEs). In SDEs, performance will take place in two Phases. Phase I will last one year, during which participants will perform a design study for an objective system, and will design a prototype system whose purpose will be to answer critical technical issues for the objective system and to demonstrate the performance that a LADAR sensor can achieve for Combat ID. In addition, SDEs will include contractor-proposed risk reduction activities during Phase I, as necessary to ensure success in Phase II. For those designs that show promise, Phase II of the Jigsaw Project, which will last approximately 18 months, will include the construction of the prototype LADAR sensor, gathering and analysis of data with that sensor, a demonstration of LADAR sensors for Combat ID by the end of CY2002, and design of an objective system. The TDEs will take place during the first year of Jigsaw (Phase I). These activities will answer technical questions associated with the application of LADAR to Combat ID. TDE performers will be required to share their results with all SDE developers during Phase I, to support the system designs underway in SDE activities. FUNDING: DARPA anticipates Phase I awards will consist of up to three SDEs for approximately $1.0 million each and between four to six TDEs for between $250K to $350K each. DARPA anticipates funding only one or two of the original SDE teams in Phase II, which may incorporate successful TDEs and other new team members as warranted. For Phase II, the Government anticipates that approximately $6 million will be available in FY02 and up to $10 million in FY03, in aggregate, for all tasks. PROPOSAL CONTENT: Proposals are to be prepared as an unclassified document containing an HTML web structure, containing sections on Technical Approach, Personnel and Organization, Statement of Work and Program Plan, and Cost. Full cost proposals will be required of all subcontractors and team members by the proposal submission deadline. PROPOSAL SUBMISSION: Proposals may either be submitted using the "Zip Upload" method, or in duplicate on CD-ROMs by the proposal deadline.
