Description

Furnish full design services for Project 01-104, 3-Year Electrical Testing which includes a complete electrical assessment of the various buildings at the VA Medical Center -- Atlanta (VAMC). Work includes providing A-E services required to develop complete contract drawings, specifications, technical reports, and cost estimates to provide design for inspection, testing, cleaning, and adjusting of existing electrical power distribution system equipment consisting of: (1) investigative survey of all existing electrical power distribution systems and equipment in each building of the VAMC property; (2) design a minimum, inspection, testing, cleaning, and adjusting of all existing electrical switchgear, panels, and transformers in each building on the property in accordance with VHA Directive 97-028, Electrical Distribution, NFPA, and all applicable VA Standards; (3) devise a written testing plan for all equipment, to include sequence of testing, list of equipment to be tested, descriptions of all testing procedures to be used, and identification of any and all areas in which power will need to be shut down in order to accomplish testing; (4) perform Short Circuit and protective Device Coordination Study for all existing electrical power distribution systems in each building ie., all required calculations, graphs, survey findings, and recommendations for corrective action; and (5) perform a thermographic infrared detection survey of all bus bars, service entry feeders, fuses, circuit breakers, and all connectors within the equipment being tested, and all electrical panels, under full load conditions. Disciplines involved civil, structural, architectural, electrical, mechanical engineers. Drawings shall be provided in AutoCad 2000 format. Design specs shall be provided in MS Word 2000. Estimated construction cost range is between $100,000 and $250,000. A/E firm must be located within 150 mile radius of work site to be considered. The NAICS code for this project is 541310. Pursuant to FAR Part 19.1002, THIS IS A TOTAL EMERGING SMALL BUSINESS SET-ASIDE. THE EMERGING SMALL BUSINESS SIZE STANDARD IS $4.0 MILLION. FIRMS EXCEEDING THIS SIZE STANDARD WILL NOT BE CONSIDERED FOR THIS PROCUREMENT. Award is subject to the availability of FY 2001 funds. Interested parties must submit SF 254's and 255's (refer to numbered Note 24 of CBD) to this office by COB 1/18/01.THIS IS NOT A REQUEST FOR PROPOSAL. NO SOLICITATION DOCUMENTS.
