Description
The Department of the Navy intends to issue an RFP under Solicitation No. N62472-00-R-5583 for Custodial Services at the Naval Ambulatory Care Center, Naval Submarine Base New London, Groton, CT by means of a Combination Firm Fixed Price Indefinite Quantity contract. The contractor will furnish all labor, materials, supplies, and supervision necessary to perform custodial services at the Naval Hospital and other medical related facilities (buildings 449, 86, 154, 83, and 341) at the Naval Submarine Base New London, Groton, CT. The contract will include a base period and four 12-month option periods. Proposals will be evaluated on the basis of price and technical factors including the following technical sub-factors: 1) Offeror's Relevant Past Performance; 2) Management Plan; 3) Technical Approach and Expertise; 4) Commitment to Small Business Concerns. Note: Under sub-factor 3), The Executive Housekeeper shall have a Bachelor of Science degree in Institutional Management or Business Administration from an accredited college or university and/or completed the National Housekeepers Association Inc. course, and shall have a minimum of three years experience in health care facility housekeeping management within the last five years and participated in, and successfully satisfied the requirements of a Joint Commission on Accreditation of Hospitals survey during the three year period. In addition, all employees must receive no less than 18 hours of initial, intensive training in health care facility management. The acquisition is being conducted using full and open competition (unrestricted) and is therefore subject to Federal Acquisition Regulation clause 52.219-4, "Notice of Price Evaluation Preference for Hubzone Small Business Concerns". The North American Industry Classification System, NAICS, Code of 56172, and the small business size standard of $12 million are applicable to this contract. Bidders interested in obtaining plans and specifications for this project must submit their request with a Certified Cashier's Check, or Money Order in the amount of $13.00 to Defense Automated Printing Service (DAPS), Box 40, Building 83, Naval Submarine Base New London, Groton, CT 06340-5040. Each check must be made payable to the Superintendent of Documents and annotated with the applicable solicitation number. One set of plans and specifications will be sent via First Class U.S. Mail upon availability to those contractors who have rendered payment. Checks not made payable to the Superintendent of Documents, or not annotated with the solicitation number will be returned unprocessed. NO PERSONAL OR COMPANY CHECKS WILL BE ACCEPTED. NO PLANS AND SPECIFICATIONS WILL BE ISSUED UNTIL PROPER PAYMENT HAS BEEN RECEIVED.
