Description
This is an amended combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6,as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation N61339-01-Q-320H is issued as a request for quote and incorporates the provisions and clauses in effect through Federal Acquisition Circular 97-20. This solicitation is not a small business set aside. The NAICS Code for this solicitation is 61121 with a size standard of $5.0M. This combined synopsis/solicitation is to establish a Blanket Purchase Agreement (BPA) for a five-year period to provide local alternative training sources to Navy personnel in the in the Pascagoula/Gulfport, MS; Mayport, FL; PACNORWEST (Bangor/Everett), WA; Yokosuka and Sasebo, Japan, and Pearl Harbor, HI, Fleet Concentration Areas (FCA). The service to be purchased under this BPA is a proficiently trained student meeting the performance and course completion standards as determined by the Navy Local Training Authority (LTA). The training provided by the BPA Holder will encompass the course scope and learning objectives identified in Attachments A through C2 and the Purchase Description 00304. (See URL at end.) The course may be a Government approved vendor's standard, non-modified course, or the Government furnished course tailored to the vendor's instructional methods and strategies. The BPA Holder shall provide the personnel, supervision, management, materials and equipment, and instructional technology needed to conduct training of Navy and civilian personnel as follows: A-531-0022: Network Security Vulnerability Technician (NSVT), class length: 40 days, convenings in Yokosuka/Sasebo Japan one time each year with a class thruput of 12 students; and Bangor or Everett one time each year with a class thruput of 12 students. A-531-0045: Advanced Network Analyst (ANA), class length: 40 days, convenings in Yokosuka/Sasebo, Japan one time a year at each site each year with a class thruput of 12 students each (total thruput for Japan is 24 students). Bangor/Everett, WA, alternating one time a year with thruput of 12 students. Mayport/Pascagoula one time a year with class thruput of 12 students. A-531-0046: Information Systems Administration (ISA), class length: 40 days, convenings in Bangor/Everett, WA, alternating one time a year with class thruput of 12 students, Yokosuka/Sasebo, Japan, one time a year at each site with class thruput of 12 students (total of 24 students). Pearl Harbor, HI, with convenings two times a year with 8 students for a total student thruput of 16; and Mayport/Pascagoula with convenings two time at Mayport, one time at Pascagoula, with 12 students each for a total student thruput of 36. Class scheduling is based on an eight-hour working day five days a week. The BPA Holder shall adhere to the class lengths allocated for each course and classes shall be conducted Monday through Friday, excluding Government holidays unless otherwise approved by the LTA. These are estimated number of convenings and thruput and will vary considerably from year to year depending on the number of Battle Groups that deploy from these homeport areas. It is estimated that only ISA and ANA courses will be conducted regularly each year at Bangor, WA, and Yokosuka/Sasebo, Japan, and ISA at Mayport/Pascagoula, and Pearl Harbor, HI FCAs. Occasional NSVT courses may be held at Bangor/Everett and Yokosuka/Sasebo, Japan, but there is no guarantee for a specific number of convenings. The BPA holder shall provide training often on short notice, as little as two weeks, as deployment sensitivity may prevent more advanced notice. The Government will provide initial copies of Government Furnished Information (GFI) which includes the course curriculum, lesson outlines, instructor guides, student guides, publications, special student handouts, and course tests for the courses as defined in Attachments A-C2. The GFI is provided as guidance, as the BPA Holder shall be responsible for accuracy and quality of instruction provided to Navy Battle-group personnel. The BPA Holder shall review the GFI and determine its adequacy for supporting the training requirements for each course within the BPA. The BPA Holder shall provide maintenance and security for the original copies of this GFI. The BPA Holder shall be responsible for copying and providing all subsequent copies of course materials. For cost estimating purposes, student course materials consist of approximately: 1600 pages per student per class for ISA, 2000 pages per student per class for ANA, and 1250 pages per student per class for NSVT. The BPA Holder shall be responsible for updates and modifications to the course to meet training proficiency standards and for accomplishing any tailoring needed for compliance or compatibility to BPA Holder instructional methods and strategies for training Navy personnel. Verification and concurrence of course changes shall be obtained from the LTA prior to implementation of any modifications or updates to the course. In cases where course modifications are accomplished by the Navy to maintain concurrency with equipment changes, course revisions will be provided to the BPA Holder by the LTA. Government facilities will be provided, except as identified below and shall consist of a classroom with up to 12 student workstations unless otherwise noted. Government will provide removable hard drives at each location, however, the BPA Holder is responsible to download course software to the student and instructor workstations and return the hard drives to their original configuration upon course completion. Bangor/Everett, WA. Government facilities may become available for the training of the HPT/BFT courses identified herein. Pascagoula, MS. FY01-Mid FY02: No Government facilities will be available for conduct of the Information Systems Administration (ISA) (A-531-0046) course. Commencing April FY02, the Government will provide facilities at the Pascagoula, MS Naval Station for the conduct of the Information Systems Administration (ISA) (A-531-0046) course. Pearl Harbor, HI. The Government will provide facilities with 8 workstations. Also, the BPA Holder may be required to provide surge capability for ISA classes at Mayport, FL, FY 01- FY05, and provide surge capability for ISA classes at Pascagoula, MS FY02-FY05. BPA Holder facilities at any site shall be located within one hour driving distance from the respective LTA office of each site. The BPA Holder facility shall be of adequate size/space and equipped with appropriate training equipment and materials to conduct the training. The facility shall have acceptable environmental conditions (heat/air) normally found in an academic setting, utilities, and support to ensure undistracted and productive training. The BPA Holder instructors shall possess at least the minimum qualifications required by nationally acceptable industry or academic standards for certification as an instructor in their field of expertise per course requirements. Certification credentials shall be provided to the LTA prior to commencement of a course and BPA Holder instructors must maintain currency in accordance with the awarding organization requirements. Additionally, each BPA Holder's instructors shall undergo the Navy instructor qualification process as identified in the LTA Manual for non-traditional training. BPA Holder instructors shall be certified in Cardiopulmonary Resuscitation (CPR). CPR Certification must be achieved within two months after award of the BPA or as agreed upon between BPA Holder and LTA. The LTA of the respective FCA will provide all GFI in support of HPT/BFT in their homeport area. The LTA of the respective FCA will be the focal point for coordination of receipt of GFI. Additionally, the LTA will be the focal point for verification of course upgrades or modifications accomplished by either the BPA Holder or the Navy. The LTA addresses are: PACNORWEST Area: Commanding Officer, Trident Training Facility, ATTN: Local Training Authority (LCDR A. Furtner), 2000 Thresher Avenue, Silverdale, WA 98315-2000; Mayport/Pascagoula Area: Commanding Officer, Fleet Training Center, Bldg 351, ATTN: Local Training Authority (Mr. Harry Jennings), Naval Station Box 280147, Mayport, FL 32228-0147; Yokosuka/Sasebo, Japan: Mr Rand Lee, Training Officer, Afloat Training Group Western Pacific, Yokosuka Naval Base, PSC 473, BOX 16, FPO AP 96349; Pearl Harbor, HI: Commanding Officer, Naval Submarine Training Center Pacific, Attn: Local Training Authority (Ms. Myra Yamada), Building 1262, 1130 Bole Street, Pearl Harbor, HI 96860-4437. Additional requirements: Course monitoring by the Navy may occur at any time for any course. In the event a student is unable to satisfactorily complete a course, the Navy Academic Review Board procedure shall be followed. The BPA Holder shall immediately notify the respective LTA of any person who fails to meet course completion criteria. Government Subject Matter Experts will be made available through the respective LTAs for telephone and/or personal consultation and technical reviews of course modifications or updates. BPA Holder access to military or Government facilities will be required in the performance of this BPA. Navy base passes shall be required for the instructors and can be acquired from the pass and Decal Offices at each FCA. Interested vendors address the following Factors: a. Accreditation. Identify your institution's accreditation and how it meets recognized academic or industry standards. Submit a copy of your accreditation/ certification status with this proposal/response. If your accreditation or certification is pending, so state and identify the date anticipated. (Note that upon award of/entering into an agreement with the Navy, a copy of your accreditation letter or form must be sent to the Navy LTA.) b. Vendor understanding of the Navy courses and skills/competency requirements. Identify by CIN and course title the courses in which your institution wishes to provide instruction. Additionally, describe your understanding of the Navy courses you propose to teach and the skills and competency requirements to be attained through each course. c. HPT Transition Strategy. Describe your institution's strategy/approach to how it will prepare for and when it can commence training of the courses it proposes to instruct. Identify the instructor qualification, preparation plan. Identify the time required to be ready to instruct the first class in each course. Identify the necessary interface with the Navy LTA and NAWCTSD PJM to ensure instructor qualifications are met, to verify you are ready to commence training, and to report class status and attendance. d. HPT Course Curriculum. Identify whether your institution proposes to use the Government Furnished Course(s) or your commercial curriculum, as approved by the Navy, that meets the Navy course learning objectives. If your institution's curriculum is proposed for training Navy personnel, identify how it meets or exceeds the competence skills required of each course proposed, and your approach to obtaining Navy approval of the course. e. Curriculum Changes/Recommendations. Describe your process of how courses will be identified to the Navy for change, and the plan for maintaining concurrency of instruction. f. Vendor Instructor Qualification. Identify if your institution either has on staff or proposes to provide instructors possessing the academic and experience qualifications required to maintain its accreditation or certification status. Identify if proposed instructors possess Navy experience and NEC in the course(s) being offered. Describe your partnership approach with the Navy and your strategy of instructor qualification that meets your institution's Governing accreditation standards, and prepares the instructors for assuming training of Navy students. Identify your approach for having your instructors receive training in Navy Core values and sexual harassment that meets the guidelines of the LTA Manual for NTT sites. g. Vendor Facilities/Class convenings/size. Identify your institution's proposed facilities. Identify the distance, in driving time, of your facility from Gulfport Naval Construction Battalion and the Trident Training Facility, Bangor, or the Everett Naval Station during rush hour traffic. Also identify the number of class convenings per year, FY2001 through FY2005, and class size for each course your institution proposes to offer instruction. h. Academic Credit, license, Certificate. Identify the college credit that will be offered to Navy students for each course proposed and to what type degree such credit may be applied. Identify the basic formula by which the number of credit hours will be applied for lecture versus laboratory classes. If no college credit is offered, identify the type of license or certification your institution can provide a student completing the course of instruction. i. Cost and escalation. (1) Identify the cost per student per class for each HPT course you wish to instruct (or total class cost in instances where you provide a class at a total cost vice by student). Cost is to include all tuition, fees, labs, materials, and such. Identify course materials, kits, books, and such separately from the tuition and lab fees. Identify any travel, per diem and shipping (if any) costs separately. Identify any costing strategy such as your breakeven point that must be charged for low class size and what the charge per student would be above that breakeven point. Also, the BPA holder will provide all instructional materials required beyond any government furnished initial copies of lesson outlines, course objectives, instructor and student guides, and special handouts. (2) Identify your projected cost escalation over five years from FY 2001 through FY 2005. Identify what the class cost and materials would be each year for each course being proposed. j. Past Performance. Provide examples of past/present experience in training military personnel or to the general public. k. Payment will be by Government Purchase Card. Indicate that your institution accept credit cards for course payment. l. Provide complete institution name/address/point of contact/phone. The following FAR/DFARS provisions and clauses apply to this acquisition: 52.212-1, 52.212-2- the following evaluation factors apply: technical capability and past performance when combined are of equal importance to price in determining the best value to the Government. Past performance is less important than technical. Technical factors are your institution's technical competence, instructors' capabilities, training capabilities,in descending order. (Since shipping, travel and perdiem costs are variables, they will not be evaluated as part of the vendor's overall pricing and will be added at the time of travel. Travel costs for the BPA Holder will be priced based on the DoD Joint Travel Regulations, standard coach fares for all travel.) The Government reserves the right to award to multiple offerors in the event one offeror cannot meet the requirements or multiple awards presents the best value to the Government. FAR 52.212-3,(if your institution is NOT FOR PROFIT, disregard paragraph(c), otherwise these paragraphs apply to all offerors: (b), (c),(1)(2)(3), (d), (e) and (h). 52.212-4 (paragraph (i) applies, however, payment is by credit card, and paragraph (m) does not apply). 52.212-5 (DEV). The following DFARS clauses apply: 252.212-7000 (clauses 252.227-7015, 252.243-7002 apply), 252.212-7001, and 252.204-7004 (vendors are required to be registed in the Central Contractor Registration (CCR). Vendor is required to submit completed copies of FAR 52.212-3 and DFAR 252-212-7001 with their quote. The DPAS rating for this solicitation is N/A.
