- Description
- This RFP includes providing all labor, materials, and equipment for the design and construction of a programmed 1,036 m2 Corrosion Control Hangar (CCH) at Naval Air Station (NAS) Fallon Nevada. The facility will be used to provide corrosion control (scuff sanding, feather edging, paint removal, and painting of a portion or an entire aircraft). The Aircraft Service Bay (ASB) of the CCH shall be designed to accommodate E2C, EA6B, F-5, F-14, F-16, F/A-18E/F, F/A-18C/D model aircraft and SH60 Helicopters. It is required that this type of aircraft maintenance be performed in an enclosed controlled environment (ventilated and heated only with humidity control). The ventilation system for the ASB shall furnish 100% filtered outside air at horizontal laminar flow velocities across the entire cross-section area of the ASB of 0.38 m/s for painting and over spray control (Mode A) and 0.25 m/s during the drying and mechanical or chemical paint removal operations (Mode B), and a minimum of 6 air changes per hour for other procedures (Mode C). The ASB shall have sufficient lighting, industrial ventilation, compressed air, breathing air, support utilities, fire protection equipment, and various other systems to ensure a properly outfitted and safe environment to perform required corrosion control operations on the aircraft. The process exhaust air shall meet all federal, state, and local environmental requirements for the paints and solvents used, and abrasive dust generated during corrosion removal. All equipment must have easy access from the floor or a catwalk accessed by a permanent stair for maintenance purposes. Additional support spaces include paint mixing room, male and female locker rooms, supervisor's offices, break room, janitor and various mechanical and electrical support spaces. Outside supporting utilities include electrical, natural gas, sanitary sewer, storm water, AFFF discharge connection to existing containment basin, wash water holding tank, and oil water separator. Existing airfield pavements (tow ways), roads and a foundation will require demolition and replacement or relocation. It is desirable for the architectural concept of this project to be consistent with the NAS Fallon exterior architectural plan in terms of scale, massing and exterior finish materials and colors. The project will also incorporate sustainable design features. The governing criterion for this project is MIL-HDBK-1028/1C "Aircraft Maintenance Facilities". The funding profile for this solicitation is $6,680,000.00. The North American Industry Classification System (NAICS) Code is 23331. The related small business size standard is $27.5 million. This procurement is open to all firms. The anticipated contract duration is approximately 413 calendar days. The exact duration will be stipulated in the Phase II RFP. This procurement will consist of Two (2) Phases. Phase 1: Proposers will be evaluated on 1) Past Performance, 2) Subcontracting Experience, Achievements, and Goals, 3) Technical Qualifications, and 4) Management Approach. A maximum of five of the highest rated offerors will be selected to proceed to the Phase II selection procedures. The Government will then request Phase II proposals. Phase II: Qualified Proposers will be evaluated on (1) Total Evaluated Price Proposal and (2) Technical Proposal (which will include 1) Past Performance, 2) Subcontracting Experience, Achievements, and Goals, 3) Technical Qualifications, and 4) Technical Solutions. The Government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any or all proposers; to award the contract to other than the proposer submitting the lowest total price; and to award to the proposer submitting the proposal determined by the Government to be the most advantageous to the Government. PROPOSERS ARE ADVISED AN AWARD MAY BE MADE WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Therefore, proposals should be submitted initially on the most favorable terms. Proposers should not assume that they would be contacted or afforded an opportunity to qualify, discuss, or revise their proposals. FIRMS SUBMITTING TECHNICAL AND PRICE PROPOSALS WILL NOT BE COMPENSATED. The solicitation will be provided for down load free of charge via the Internet World Wide Web at http://esol.navfac.navy.mil/. Amendments and notices will be posted on the web site http://esol.navfac.navy.mil/ for downloading. This will be the only method of distributing the solicitation. It is the offeror's responsibility to check the web site periodically for any amendments and notices to this solicitation. The official plan holders list will be maintained and can be printed from the web site only. All prospective offerors and plan centers are encouraged to register as plan holders on the web site. Location and points of contact for site visits are identified in the solicitation. All qualified responsible sources may submit an offer that shall be considered by the agency.
