Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulation, as supplemented with additional information included in this notice. This announcement constitutes only the solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This solicitation is issued as a Request for Quotation (RFQ) Solicitation Number F64605-01-Q0003. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-14. (iv) This acquisition is 100% set-aside for small business. The Standard Industrial Classification code is 8999 with a small business size standard of $3,500,000. The associated NAICS code is 71151. (v) This synopsis/solicitation contains four contract line item numbers (CLIN) CLIN 0001, 0002, 0003 and 0004: Contractor to furnish all labor, tools, materials, supplies and transportation necessary to provide and install Wallpaper on Hickam Air Force Base. Price will be submitted as follows: *CLIN 0001, Removal of existing wall coverings and preparation of walls to achieve a smooth flat surface for installation of new wall coverings for 8, 2 bedroom suites. 1 JB X $________ (Unit Price) = $________ (Total Price). CLIN 0002, Installation of 1480 lineal yards of wall covering throughout (excluding closets). 1 JB X $_________ (Unit Price) = $________ (Total Price). CLIN 0003, Supply 1510 lineal yards of Victrex Wallcovering _Victoria_ Color _ Queen Anne_s Lace, 54_ wide, 30 yard rolls, random repeat, commercial fabric-backed wall covering. Cost includes shipping charges to installation site. 1510 YDS X $_________ (Unit Price) = $_________ (Total Price). CLIN 0004, Hawaii Labor Tax on Services. 1 EA X $_________ (Unit Price) = $_________ (Total Price). (vi) Facility work is to be accomplished at building 934 on Hickam AFB, Hawaii. Performance Period: Installation shall be completed by 30 Jan 01. Installation shall take place during regular business hours, 7:30am to 4:30pm, Monday through Friday, excluding federal holidays. Purpose: To provide wall covering for the renovation of building 934 on Hickam Air Force Base. Scope: STATEMENT OF AGENCY NEED FOR WALLPAPER INSTALLATION BULIDING 934 HICKAM AIR FORCE BASE 1. INTRODUCTION: General: The contractor shall provide all qualified personnel, equipment, tools, materials, supervision, and other items and service necessary to perform wallpaper installation. 2. SPECIFIC REQUIREMENTS: 2.1. WALLPAPER: Prepare existing walls to replicate a smooth, flat surface and install wallpaper selection (or close substitute): Victrex Wallcovering _Victoria_ Color _ Queen Anne_s Lace, 54_ wide, 30 yard rolls random repeat, commercial fabric-backed wallcovering. Area to be wallpapered: all eight guest suites (2-bedroom apartments to include living room, dining room, stairway, and bedrooms). Installation will include removal and replacement of all existing cover plates, electrical and TV cable lines in the base boards. Additionally, removal and replacement of newly installed window coverings (cornice boards and vertical blinds) and must be accomplished by contractor. Wallpaper must be shipped, transported and delivered to Building 934 by contractor. Contractor shall protect (cover) newly installed carpet and not damage existing. 2.2. PAINT: Doors, door trim, crown molding and stairwell railings will be primed and repainted above and spot priming and painting as needed, with at least two coats of paint in a color to be specified at a later date. Door number signs must be removed prior to painting and reattached upon completion and drying of new door paint. 2.3. Installation requirements: Expeditious installation required, generally within 2 weeks, start to finish. The contractor shall provide all necessary tools, equipment and use an adhesive recommended by the manufacturer or an equivalent product. Installation service shall be performed with in accordance with the manufacturer_s recommendation and shall not install different dye lots next to each other to present an obvious difference in color. If the contractor becomes aware of substandard commercial practices or presentation, he will notify the government as soon as possible. Since this contract is awarded out of the normal sequence of events for renovation projects, it is especially necessary that the contract NOT damage any existing finishes (furnishings, floor and window treatment) As necessary, wallpaper seams will be kept to a minimum and must be cut straight. All excess materials shall be retained by the Government. The contractor shall remove daily all packing materials and rubbish from the job site. Disposal of debris shall be made at an off-base site. 3. CONTRACTOR RESPONSIBILITIES: 3.1. General: Except for those items or services specifically stated as government responsibilities, the contractor shall furnish everything needed to perform this contract (tools, equipment, vehicles, etc.) according to all its terms and conditions, in addition to the following: 3.2.1 Personnel: The contractor shall not employ persons for work on this Purchase Order if such employees are identified to the contractor by the contracting officer as potential threat to health, safety, security, general well being, operational mission of the installation and its population. Additionally, the contractor shall not employ any person who is an employee of the U.S. government if employing that person would create a conflict of interest. The contractor shall utilize employees possessing adequate training and knowledge to perform the requirements of the contract. 3.3. Personnel Appearance: Contractor employees shall present a professional appearance and be easily identifiable as contractor employees. Camouflage attire resembling military battle dress (BDU) shall not be worn. 3.2. Performance Period: Installation shall take place during regular business hours, 7:30am to 4:30 pm, Monday through Friday. Delivery and installation dates must be coordinated with the government point of contact stated in the purchase order. The contractor may perform services on other days and times as stated above when prior coordination is approved and made with the government point of contact. Approximate wallpaper installation timeline is to be completed no later than COB 30 January 2001. If the contractor is unable to complete subject wallpaper job no later than COB 30 January 2001, a new timeline will have to be negotiated, not to exceed 6 months from the date of award. (vii) All work to be performed will be delivered and accepted at building 934 on Hickam AFB, Hawaii during the hours stated above. (viii) The provision at FAR 52.212-1, Instructions to Offerors _ Commercial, applies to this acquisition without addenda. (ix) A firm fixed price purchase order will be issued based upon the proposal determined to provide the best value based upon delivery past performance, and price. (x) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications _ Commercial Items, with offer. (xi) The clause at FAR 52.212-4, Contract Terms and Conditions _ Commercial Items, applies to this acquisition without addenda. (xii) The clause at FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders _ Commercial Items, applies to this acquisition. (xiii) The following cited additional FAR and DFARS clauses are applicable to this solicitation: 52.219-6, Notice of Total Small Business Set-Aside; 52.246-4, Inspection of Services -- Fixed-Price; and 252.204-7004, Required Central Contractor Registration. *NOTE: Proposals will be accepted if you are showing up in the Central Contractor Registration database as _in process_ at the time of proposal submission. Registration must be completed at the time of award. An award cannot be made to you unless you are registered in the Central Contractor Registration database.
