Description
The U.S. Army Robert Morris Acquisition Center-Natick (USA RMAC-Natick), in support of the U.S. Marine Corps (USMC), has a requirement to replace the Jungle Boot and the Desert Boot with one boot, which shall incorporate many of the performance requirements and characteristics of both boots and shall be called the Jungle Desert Boot (JDB). This requirement is a Full and Open Competitive acquisition with the requirement that any resultant contract(s) to large business(s) shall subcontract 20% of the total contract amount to Small Business(s) and 5% of the total contract amount to Small Disadvantaged Business(s). The applicable North American Industry Classification System (NAICS) Code is 316213, small business size standard is 500 employees. The color of the JDB is now known and interested parties may secure a color sample by sending your request, name, and mailing address (not a P.O. Box) via e-mail to thomas.bouchard@natick.army.mil and a swatch of fabric will be Federal Expressed to your firm. A revised Draft Purchase Description was posted to the USA RMAC-Natick Website at http://www3.natick.army.mil on December 18, 2000. Minutes to the Pre-Solicitation Conference were posted to the USA RMAC-Natick On-Line website on December 8, 2000. The Phase I User Evaluation Report, a report representing the results of a previous effort to determine the efficacy of combining the Jungle Boot and the Desert Boot into one Jungle Desert Boot, was posted to the USA RMAC-Natick On-Line website on December 15, 2000. The JDB Solicitation will be posted to the USA RMAC-Natick website on or about 9 January 2001 with a closing date of February 23, 2001. No faxed proposals will be accepted. The Government anticipates employing Reverse Auctioning and Award Term acquisition strategies with the JDB acquisition and both strategies were discussed at the Pre-Solicitation Conference. The Government anticipates making multiple contract awards (no more than three) for this acquisition. The Government is planning a six-year Firm Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity (ID/IQ) contract(s) with Economic Price Adjustment (EPA) for Material and Labor. If one contract were awarded, the minimum requirement would be 40,000 pair per year/maximum requirement would be 80,000 pair per year. However, as stated above, multiple (no more than three) awards are anticipated, therefore: two contract awards would result in a minimum quantity of 20,000 pair per year/maximum quantity of 40,000 pair per year; three contracts would result in a minimum quantity of 13,333/maximum quantity of 26,666 per year. The anticipated base ordering period will be three (3) years consisting of First Article Test (FAT), field evaluation and the first production option; and there will be an additional three, one-year award terms possible, depending upon the contractor's performance as evaluated against the Award Term Plan. It is anticipated that a First Article Test (FAT) and field evaluation will be conducted by the Government based on the Low Rate Initial Production (LRIP) of 100 pair of boots. In accordance with FAR Part 5.102(a)(7) all documents associated with this acquisition will be released via the USA RMAC-Natick Homepage. No hard copies will be provided. Interested parties shall submit any questions or inquires regarding this Pre-Solicitation Announcement in writing via e-mail to the Contract Specialist, Thomas Bouchard, at thomas.bouchard@natick.army.mil. Firms shall not be reimbursed for any costs associated with proposal preparation.
