Description
The U. S. Army Soldier & Biological Chemical Command, Soldier System Center is conducting market research to identify potential commercial sources for two types of equipment bags to be used by Military Police, Federal Police, Federal Corrections officers, and Special Reaction Teams. The bags, consisting of Law Enforcement Bags and Special Reaction Team/Civil Disturbance Equipment Bags, will be all-purpose bags designed to carry and store equipment required to perform law enforcement missions. Both types of Equipment Bags shall be constructed of a minimum 600 denier with a 1000 denier desired. Their outer fabric shell shall be water resistant, protecting the contents inside from becoming wet from rain or spilled liquids during normal use. The bags shall have reinforced compartment walls with the bottom incorporating a semi-rigid material, shall be equipped with carrying handles and a removable and adjustable shoulder strap with an adjustable shoulder pad. It is desired that the shoulder side of the pad be slip resistant. The bags shall be black in color without logos or distinctive markings. They shall have either a durable luggage type tag able to accommodate a standard size business card, but no larger than a three inch by five inch card, or have a clear window pocket visible on the exterior able to accommodate a standard size business card, but no larger than a three inch by five inch card. The window pocket is preferable to the tag. The equipment bags shall have a fully accessible main compartment, to be opened and closed by zipper(s), and provide a full view of the bag's contents when the bag is fully unzipped. The equipment bags shall not "burst" open or split at any seams when fully loaded with operational gear and dropped from a height of four (4) feet. The equipment bags shall have an operational life of routine use of no less than 260 field days, with an objective of up to three years, and shall have a Shelf Life of no less than three years, with an objective of up to five years or more. The Law Enforcement Bag will used to carry equipment such as metal clipboard, extra pencils and pens, baton, flashlight and extra batteries, road guard vest, Military Police Ensemble Set, concealable body armor, hand restraints, ticket books, first aid supplies, gloves, multi-purpose tools, raincoat, tape measure, binoculars, zip lock bags, bike patrol equipment, cold/hot packs and a disposable emergency blanket. The main compartment in the Law Enforcement Bag shall be approximately 20" long x 8" wide x 12" high or the approximate volumetric equivalent, be capable of being fastened in a closed configuration to prevent items from falling/spilling out, and have adjustable or removable center dividers that run the vertical length of the main compartment. The Law Enforcement Bag shall have specialty sleeves for a flashlight, baton, disposable restraints incorporated on the exterior of the bag and a minimum of five (5), three-dimensional exterior pockets with two (2) of the pockets open, up to eight (8) or more pockets with two (2) to three (3) pockets open. These pockets shall be of dimensions that allow for maximum use of available exterior bag space. A pen/pencil holder shall be incorporated into the interior or exterior of the Law Enforcement Bag. If the pen/pencil holder is located on the exterior of the bag, it should be closable. The main compartment of the Special Reaction Team/Civil Disturbance Bag shall be approximately 28" long x 10" wide x 14-20" high or the approximate volumetric equivalent and have a closed side pocket that is 28" long x 2-4" wide x 14-20" high be attached to one side. It is desired that a method be incorporated to allow moisture to escape (zipper closures or mesh insert). The Special Reaction Team/Civil Disturbance Bag will be used to carry equipment such as Tactical Body Armor, a Personal Armor System, Ground Troops (PASGT) helmet, face shield, ballistic shin guards and/or knee pads, rappelling harness, load bearing vest with pistol belt, gloves, flashlight, hand restraints, chalk, tactical mirrors, chemical Protective mask, first aid equipment, gortex parka and pants, and a knife. The Special Reaction Team/Civil Disturbance Bag shall have (on the opposing exterior side from the tactical body armor pocket) two (2) to four (4) three-dimensional pockets designed to maximize the surface area available. It is desired that the pockets be capable of closing. It is desired that the Special Reaction Team/Civil Disturbance Bag have interior pockets of varying sizes within the main compartment. The interior pockets will not take more than approximately 20% of the volume within the main compartment. Interested sources are required to respond to this Sources Sought Market Research no later than, January 24, 2001 with information on their product(s). No solicitation document is available. Firms should submit cost information on each product, item(s) literature, and a sample of each item is desired. If a firm chooses to submit a sample, the Government will make no payment for such samples. Because U. S. Federal Law (specifically, the Berry Amendment) prohibits the Department of Defense from spending any part of any appropriation over the Simplified Acquisition threshold on any item containing textiles, synthetics, coated fabrics (see DFARS Clause 252.225-7012 at website listed below), interested firms who offer items (and samples) currently produced offshore should also submit a plan of action for transitioning production of the item to the United States if adopted by the U. S. Army. All submitted information shall be considered confidential. Interested firms should indicate in their response whether or not they are a small or large business. The North American Industry Classification Code is 314911, the size standard for which is 500 employees or less to be considered a small business.
