Description

The final date by which firms must have formally expressed their desire to be invited to bid is change to 31 Jan 2001. The Cahier des Charges planned distribution date is changed to not later than 01 Feb 2001. The intended closing date for bids is April 2001. Bids must be valid until December 2001 (estimated contract award date is June 2001). A minimum security clearance of NATO Secret is required on this project. [Note: Since part of the Invitation For Bid will contain classified information, it is incumbent on us to verify that each eligible contractor has a NATO Secret Facility Security Clearance (or higher) and has been NATO briefed prior to releasing the Invitation For Bid package. This can be a time consuming process and result in delays. To avoid such delays, we suggest additional eligible bidders have their National Security Authority (NSA)/Designated Security Authority (DSA) verify to us the status of their Facility Security Clearance and NATO briefing prior to IFB release. Your facility security clearance and NATO briefing may be FAX to us at 781-377-1512. Should we release the IFB prior to receipt of your company's clearance, we will send you the IFB package minus any classified data (which is needed for requirement validation).] The project identifier is Link-16 Iceland; F19628-00-B-0001. The envisaged method of bidding this project will be the NATO Two Step Procedure. Life cycle consideration is applicable. The above dates are schedule estimates and may require adjusting, as our schedule leading to contract award is refined. In addition, a Bidders' Conference will be scheduled after the Cahier des Charges is released. Please provide a Declaration of Eligibility is changed to 31 Jan 2001 stating any additional firms that have expressed an interest to be included in this IADS Link-16 Implementation or previously eligible firms that have requested that they no longer remain on the eligibility list. See Note 26.
