TITLE: NEW TECHNOLOGIES FOR SMART CARRIER PROGRAM POC: Ms. Tracey Williams, Smart Carrier Science & Technology Engineer, WILLIAMSTR@NAVSEA.NAVY.MIL. The purpose of this Sources Sought Announcement is to notify industry that new technologies are sought for possible installation or implementation on the USS Carl Vinson (CVN 70) as part of the first full Smart Carrier installation package. The Smart Carrier Program will consider any technology or process that will substantially reduce sailor workload. Reduction of total ownership costs and improvement of quality of life on-board the ship will be considered as secondary evaluation areas. Some of the technologies being considered are in the following areas: damage control, remote monitoring, battery powered tools, ship maintenance reduction, computer based training. Other technology areas will be considered as well. The technology or process should be fully developed and ready for installation and must be scalable for use on-board an aircraft carrier. Products that may not be currently developed but can be developed (including planning) in time for installation by March 2002 will also be considered, but for demonstration installation only. Selected technology owners will be invited to present their technology or process at the CVN 70 Technology Insertion Conference in Bremerton, WA, 23-25 January 2001. The cost of technical abstract and presentation preparation, as well as travel, to and from Bremerton, WA, per diem, and lodging during the conference will not be reimbursed. To be considered for this conference, electronic abstracts should be submitted to Ms. Williams by close of business Monday, 8 January 2001. The abstract should be no longer than 2 pages, and should include a brief description of the technology or process, its intended use on-board a U.S. Navy aircraft carrier, its current level of development and current use, if any, and its applicability to the Smart Carrier Program. In addition, objective estimates of the workload reduction and cost for the purchase and installation or implementation should be included along with the basis for these estimates (i.e. source of data or formulas used). Finally, an objective estimate of the impact on Total Ownership Cost (TOC) should be included. For all estimates, Navy standard workload and TOC calculations are preferred, however no abstract will be rejected solely on the basis of having a non-standard estimate. Also, if there is any proprietary data the abstract should be so marked in accordance with DFARS 252.227-7013. Selected technology or process owners who are selected for the conference will be notified no later than close of business Friday, 12 January 2001. None of the above should be construed as a request for proposal or an commitment for a request for future proposals or contract awards.
