- A -- The US Army TACOM-ARDEC is seeking sources of non-toxic primers for use in small arms combat and training ammunition in all military calibers, including but not limited to 5.56mm, 9mm, 7.62mm, Caliber .50 and 40mm. Specific areas of interest include high performance and reliability through extreme operational operating temperatures (-65F to +145F), acceptable functional safety and long term storage stability (at up to +160F) and a commercial off-the-shelf supplier with a demonstrated manufacturing process. This information is being requested in support of the Green Ammunition Non-Toxic Joint Working Group. The offered non-toxic primer must facilitate the full scale high speed manufacture of combat and training ammunition suitable for use on both indoor and outdoor ranges, within the permissible exposure limits established by the Occupational Safety and Health Administration (OSHA) and the Environmental Protection Agency (EPA), and, when fired, will not generate a hazardous waste as listed under 40 CFR. With the non-toxic primer, the ammunition performance must reasonably replicate interior and exterior ballistic qualities of current leaded ammunition specifications, function normally in all common US & NATO military weapons across all operational temperature and environmental extremes, without a requirement to alter such weapons, must not damage such weapons, and shall not expose the shooter to toxic materials listed by the American Conference of Government Industrial Hygienists (ACGIH) threshold limit values or OSHA as listed in 29 CFR 1910. All interested parties will be given the broadest possible latitude for the design of the primer consistent with safety and performance requirements; ammunition may be subject to testing by a designated testing facility. All interested parties should submit a description of their product(s) along with sketches, drawings, specifications, brochures, current estimated unit cost per million, monthly production capability, evaluation samples, and/or test results on/or about 31 Jan 01 to: U.S. Army TACOM-ARDEC, AMSTA-CM-CPD, MaryAnn Moreau, Bldg. 10, Picatinny Arsenal, NJ 07806-5000 or by email to: mmoreau@pica.army.mil. This is a market survey, not a pre-solicitation notice. If a formal solicitation is generated at a later date, a solicitation notice will be published. All information is to be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part any private sector input as a result of this market survey.
