Description

The National Council on Disability (NCD) is seeking an independent contractor to develop and conduct a study evaluating the extent to which people with disabilities living in institutions are being served consistent with the Civil Rights of Institutionalized Persons Act (CRIPA) and the Americans with Disabilities Act (ADA). The study will analyze data on institutional practices from a sampling of state institutions (varying from ones with best practices to ones with documented violations) to present findings about existing practices, assess compliance, and make recommendations for improving the quality of life and safeguarding the human and civil rights of people with disabilities living in institutions. Findings and recommendations from this study will be a point of reference for NCD's follow-on study on the implementation of the L.C. v. Olmstead L.C. v. Olmstead Supreme Court decision, which gave people with disabilities the legal right to choose community-based support options. All responsible sources may submit a proposal that shall be considered by the agency. The approximate release and closing dates are February 6, 2001 and March 9, 2001 respectively. The proposal should project an implementation work schedule over the estimated contract period of performance of 6 (six) months.
