Description

The National Institute of Standards & Technology (NIST) has a requirement for technical services to support the Gulf Cooperation Council Countries (GCC), which include Bahrain, Kuwait, Saudi Arabia, Qatar, The United Arab Emirates, and Oman. Specifically, the selected Contractor will serve as the NIST Standards Representative (SR) in Saudi Arabia and establish a small office in that country. Tasks include, but are not limited to: (1) Working with the Saudi Arabian Standards Organization (SASO) and the Standardization and Metrology Organization for the Gulf Cooperation Council (SMO-GCC) to facilitate the adoption of the best available technological inputs; (2) Establishing and maintaining a strong relationship with SASO, SMO-GCC, and other appropriate government and private-sector officials, particularly with regard to meeting the principles and objectives of NIST-SASO Memorandum of Understanding (MOU); (3) Providing technical advice and support to commercial and economic staffs in the U.S. embassies for the identification and resolution of trade issues involving technical barriers; and (4) Participating in the activities of relevant organizations within the region. A detailed Statement of Work (SOW) will be available in the solicitation package. The period of performance will be twelve (12) months from the date of contract award, with two 1-year option periods. This requirement is 100% small business set-aside. The applicable North American Industry Classification System (NAICS) code is 561110, with a size standard of $5.0 million. All interested small business firms may submit a proposal, which shall be considered by the agency.
