- Description
- The Federal Transit Administration (FTA) intends to award one or more contracts to qualified firms to provide expert engineering and analytical services. The purpose of the contracts is to ensure that new technologies for mass transportation use will perform as intended and conform with applicable safety, environmental and other industry standards and regulatory requirements at each stage of their research, development, testing, demonstration and deployment cycle. The engineering services, to be provided by highly qualified experts familiar with transportation facilities, systems, processes, equipment, and infrastructure, will enable FTA to exercise technical leadership and oversight of FTA-funded technologydeployment programs and activities and to provide technical assistance. The services required involve a variety of engineering disciplines applicable to transit system design, construction, equipment, operations and maintenance. Tasks may include design, specification, configuration management, documentation,environmental remediation, forensic engineering, independent verification and validation, operations research, prototype development and first article production, rulemaking and standards-setting, technical analyses of new transit technology, systems safety, systems engineering, and test and evaluation of specific innovative products, processes, procedures, and systems. Tasks will address specific technological problems and aspects of transit operations and technology requiring the contractor to apply expert knowledge of design, construction and safe operation of transit systems, including at least one of the following specialty areas: Bus technologies and systems Bus rapid transit systems Rail and other fixed-guideway systems and technologies Transit Intelligent Transportation Systems (ITS), including how ITS designs relate to the National ITS architecture Transit Safety and Security. To ensure that selected firms have the required specialized experience and capabilities, each firm must be able to deliver the services of licensed or certified professional experts in engineering disciplines such as the following whenever required by a delivery order: 1. Chemical Engineering 2. Civil Engineering 3. Computer Systems Design and Engineering 4. Electrical Engineering 5. Human Factors Engineering 6. Human physiology 7. Intelligent Transportation Systems 8. Mechanical Engineering 9. Safety Engineering 10. Systems Engineering A detailed description of technical requirements and examples of the types of tasks expected are set forth in the Statement of Work. The successful firms will be awarded a five-year cost-plus-fixed-fee contract under which FTA will issue task orders for particular projects or analyses. The duration and level of each assignment will vary according to the priority and amount of information needed upon which to base an evaluation or recommendation regarding specific new technologies. Task orders will be assigned on an equitable basis among successful contractors, with consideration of any conflicts of interest. Total estimated level of effort for all anticipated work will be from 30,000 to 50,000 hours (average of 6,000 to 10,000 hours for each contract). A goal of 13 percent has been established for this procurement for participation by or subcontracting to small business concerns and small disadvantaged business concerns. This goal is applied to the total cost of each contract. The information contained in the technical proposal and oral interview will be evaluated using the criteria listed below on the FTA internet site. The Government will request a cost proposal from the firms considered to be the most qualified to perform the required services. Technical proposals received on or before 5 p.m. Eastern time forty-five calendar days after publication of this announcement will be considered for a selection to a limited list of qualified firm that will be interviewed. In the event the 45th day falls on a weekend or holiday, the date of receipt will be 5 p.m. Eastern time the next work day. Any previous submission of qualification data will not be considered in this evaluation. Technical proposals must be submitted specifically expressing interest in this solicitation. This notice is not a request for cost proposals. No other general notification of this solicitation will be made other than publication of the notice or a link to this notice on the FTA web site, www.fta.dot.gov.
