- Description
- 1. CONTRACT INFORMATION: Multidiscipline Design or other Professional Services, procured in accordance with PL-582 (Brooks A-E Act) and FAR Part 36, are required primarily for Environmental Engineering and Services to include Hazardous Toxic Radiological Waste (HTRW) for miscellaneous Military and Civil Projects within or assigned to the Southwestern Division, U.S. Army Corps of Engineers, primarily the Fort Worth District. All work MUST be done by or under the direct supervision of licensed professional Engineers. SIC Codes 8711 and NAICS code 541330 apply to this announcement. This announcement is open to all businesses regardless of size. Up to two A-E Indefinite Delivery Contracts (IDC's) may be awarded, consecutively, under this announcement. If more than one contract is awarded under this announcement, orders will be allocated among the contracts based upon the following criteria: performance and quality of deliverables under the current IDCs, current capacity to accomplish the order in the required time, uniquely specialized experience, and equitable distribution of work among the contractors. Price shall not be used as a criterion. None of the projects are yet authorized and funds are not presently available. Award of the first contract is anticipated to occur in the second quarter of Federal Fiscal Year 2001. Each contract is for a base period with two option periods and a total contract amount not to exceed $3,000,000. The base period and each option period are in an amount not to exceed $1,000,000 per contract. Should the total individual contract amount reach $1,000,000 prior to passage of 365 calendar days, the option for an additional period and an additional $1,000,000 of work and services may be exercised. Similar action is available on the remaining periods. If a large business firm is selected for this announcement, it must comply with the FAR 52.219-9 clause regarding the requirement for a subcontracting plan on that part of the work it intends to subcontract. The subcontracting floors for the Fort Worth District are a minimum 61.4% of the Contractor's total intended subcontract amount be placed with Small Businesses (SB) as follows: 0.5% be placed with HUBZone Small Business; 2.0% be placed with Historically Black colleges/ Universities or Minority Institutions; 3.0% be placed with American Veteran Owned Small Business; 5.0% be placed with Women Owned Small Businesses (WOB); 9.1% be placed with Small Disadvantaged Businesses (SDB). The plan is not required as part of this submittal. The wages and benefits of service employees (see FAR 22.10) performing under this contract must be at least equal to those determined by the Department of Labor under the Service Contract Act, as determined relative to the employee's office location (not the location of the work). To be eligible for contract award, a firm must be registered in the DoD Central Contractor Registration (CCR) Register via the CCR Internet site at http://www.ccr.dlsc.dla.mil or by contacting the DoD Electronic Commerce Information Center at 1-800-334-3414. 2. PROJECT INFORMATION: The work may involve but is not limited to any or all of the following: remedial investigations; RCRA facility investigations; investigation and design relative to Underground Storage Tank (UST) compliance; feasibility/corrective measures studies; treatability studies; preparation of documents for submission to federal, state and local agencies; pilot scale studies; engineering evaluations and cost analyses; general investigation and design activities in support of CERCLA, RCRA or other regulatory compliance; support via environmental studies/plans regarding various environmental compliance regulations including but not limited to asbestos, lead base paint, and the Munitions Rule; support via environmental studies or documentation of lease or transfer of government real property, records searches, oversight of field operations; construction management support, human and ecological risk assessments and other engineering studies and reports; community relations; engineering design and drafting; Planning; Research; surveying and mapping; GIS modeling; inspections; shop drawing review; and other construction documents for a variety of hazardous waste and environmental type projects. Materials and sites to be investigated may contain Asbestos, Lead Based Paint, CFC's, PCB's, Radiological Waste, UST's, OE, or any other related HTRW/Environmental Material on potentially contaminated sites. Some work may require attending public meetings, and coordinating with Federal, State, and Local regulatory agencies. Services during construction activities may also be required. These services may be performed for buildings, structures, or other real property that includes, but not limited to bridges, dams, plants, highways, parkways, streets, subways, tunnels, sewers, mains, power lines, cemeteries, pumping stations, railways, airport facilities, terminals, docks, piers, wharves, waterways, watersheds, lighthouses, buoys, jetties, breakwaters, levees, canals, beach erosion/renourishment, and navigation and drainage channels. 3. SELECTION CRITERIA: See CBD Note 24 (Monday issue) for general-description of the A-E selection process. Selection criteria in descending order of importance (first by major criterion and then by each sub-criterion) (Criteria a-e are primary. Criteria f-i are secondary and will only be used as "tie-breakers" among technically equal firms.) are as follows: (a) Specialized Experience and Technical Competence. The selected team must demonstrate recent (within the past 5 years) and significant experience in the following: (1)managing and performing broadly-scoped environmental projects that comply with applicable USEPA, State and Department of Defense (DoD) requirements, particularly for customers and projects typical of those supported by the Fort Worth District, U.S. Army Corps of Engineers. (2)site characterization to determine nature and extent of contamination including design and/or performance of subsurface drilling programs, installation of groundwater monitoring well networks, sampling programs for various environmental media, performance and/or oversight of other intrusive investigation techniques such as s soil gas surveys, application of surface geophysical techniques (e.g. electromagnetic surveys), design performance and analysis of insitu aquifer hydraulic tests (e.g. slug tests and various pump tests), acquisition and analysis of other data (e.g. geotechnical, ecological, demographic, limnological, paleogeographic, fluid/matrix properties of multiphase systems, dendrochronological, geomorphologic, etc.) to support remedial decisionmaking;to determine the nature and extent of contamination based on data gathered from drilling, sampling, surveying, and testing. (3)development of various environmental studies/plans regarding environmental compliance regulations including but not limited to asbestos, lead base paint, and the munitions rule. (4)selecting alternatives and developing designs/specifications for alternatives for remedial actions or corrective measures and/or environmental projects of equivalent scope. (5)development of typical deliverables supporting HTRW activities such as: Investigation Work Plans, Health and Safety Plans, Quality Assurance Project Plans, Sampling and Analysis Plans, Community Relations Plans, Project Management Plans, Data Management Plans, Waste Management Plans, detailed project schedules, Closure Plans and Reports, Laboratory Service Contracts for Chemical and Physical Analyses, technical reports to support decisionmaking such as site characterization reports including chemical fate and transport models, Human Health and Ecological Risk Assessments, RCRA Facility Assessments, Preliminary Assessment/Site Inspection Reports, RCRA Facility Investigation Reports, Remedial Investigation/Feasibility Study Reports, Corrective Measure Study Reports, Corrective Measure and Remedial Designs, Groundwater Monitoring Reports, Records of Decision, Determination of No Further Action, Engineering Evaluation/Cost Analysis Reports, deliverables supporting UST compliance requirements, Construction Plans, Cost Estimates, and other related deliverables. (6)support of community relations/stakeholder involvement activities (e.g. development and maintenance of administrative records, support of Restoration Advisory Boards, etc.). (7)technical support for litigation related to execution/implementation of environmental restoration activities. (8)environmental projects in EPA Region VI. (9)oversight and management of and/or performance of chemical analytical services typically required to support remedial decision-making at military installations with multi-media environmental contamination from various industrial sources including, but not limited to, those in the current USEPA guidance documents and documenting a level of laboratory internal QA/QC consistent with that referenced in current USEPA guidance/requirements resulting in legally defensible data for inclusion into project deliverables. 10)appropriate management of investigation derived waste. 11)utilization of geographic information systems and other sophisticated data management/visualization techniques. (12)producing GIS-compatible and CADD graphics in accordance with Federal Special Data Standards. (13)producing cost estimates using the Corps of Engineers Micro-Computer Aided Cost Estimating System (MCACES Gold) (software provided) and using the Air Force Remedial Action Cost Engineering and Requirements (RACER) cost estimating system (software provided). (14)oversight of field investigations. (15)developing the nature and extent of the responsibility and cost allocation for investigation and cleanup of hazardous waste sites where a civil or military organization of the U.S. government is named as a Potentially Responsible Party. (16)accessing a Computerized Automated Review Management System (ARMS) via modem or other remote connection (software provided). (17)providing data on electronic media in accordance with government-furnished formats. (18)preparing reports compatible with the most recent versions of Microsoft Office software. In block 8 of SF 255, cite whether the experience is that of the prime (joint venture), consultant or an individual. Work cited that is experience of the prime (or joint venture) from an office other than that identified in block 3,b shall be so labeled. (b) Professional Capabilities: The Indefinite Delivery Contract will require (either in-house or through consultant), as a minimum, the following: One Senior Project/Program Manager, four Project Managers, two Chemists, two biologists, two Environmental Scientists, two risk assessors, two hydrologists, two Geologists, two Toxicologists, one hydrogeologist, one Archeologist, one Certified Industrial Hygienist, two Industrial Hygienists, one Environmental Law Professional (Attorney), one technical editor, two Civil Engineers, one Electrical Engineer, one Chemical Engineer, one Mechanical Engineer, one Structural Engineer, one Life Safety Expert, and one Cost Estimator. Additional qualified personnel in the following areas: environmental technicians capable or acquiring and handling environmental samples and data, drillers (including one minimum per crew, licensed in Texas), surveyors, and CADD operators are required. Registration and certification as required by various state laws will be necessary. Firms should demonstrate strong ability to provide comprehensive program and project management for complex work; strong ability to provide comprehensive environmental technical and compliance support; ability to provide necessary number of teams or crews for complex and unexpected field, laboratory and regulatory compliance support; ability to initiate, manage and complete multiple concurrent delivery orders; ability to meet unforeseen schedule changes. Submitting firms should demonstrate the education, training, registration, overall and relevant experience, and longevity with the firm of key management and technical personnel. (c) Capacity. Firms must show sufficient capacity to respond quickly, mobilize qualified personnel, meeting all schedules and produce quality results under short deadline constraints to complete three task orders concurrently for accepted task orders. Submitting firms should demonstrate experience with similar size contracts and the available capacity of key disciplines. (d) Past Performance. The firm must demonstrate Past Performance on DOD, DOE and other environmental contracts with respect to quality of work, compliance with delivery schedules, and cost control. Architect-Engineer Contract Administration Support System (ACASS) is the primary source of information on past performance. However, any credible, documented evaluations may be considered, but the government is not required to seek other information on the past performance of a firm if none is available from ACASS. (e) Knowledge of the Locality. Submitting firms should demonstrate knowledge of the SWD five State region. Examples include knowledge of geological features, climatic conditions, local construction methods that are unusual or unique, or local laws and regulations. (f) Volume of DOD Contract Awards. In Block No. 10 of the SF 255, firms must show their last 12 month's DOD awards stated in dollars. (g) Subcontracting: Firms must show the extent of participation of small Business (SB), Small disadvantaged business (SDB), historically black colleges and universities/minority institutions (HBCU/MI) and woman owned small business (WOSB) in the proposed contract team, measured as a percentage of the estimated effort. (h) Design quality Control Plan. In Block No 10 of the SF 255, include a draft Design Quality Control (DQC) Plan. It should include a brief presentation of internal controls and procedures that you use to insure that a quality design is produced. (i) Block No. 10 will be limited to ten pages maximum. 4. SUBMITTAL REQUIREMENT: (a) See Note No. 24 for general submission requirements. Interested firms, to be considered, must provide one submittal package including an original SF 254 and SF 255 no later than 4:30 p.m. on the 30th day after the date of this announcement appears in the hard copy of the CBD. If the 30th day is a Saturday, Sunday or Federal Holiday, the deadline is 4:30 p.m. of the next business day. The 11/92 version of the forms must be used. (b) Responding firms Must submit a current (updated and signed within the past 12 months) and accurate SF 254 for themselves and each proposed consultant. It must be provided for the specific office proposed to do the work. Indicate in Block No. 4 of SF 254 if your firm is a Large, Small, Small and Disadvantaged or Woman-owned Small Business. To be classified as a small business, a firm's average annual receipts or sales for the preceding three fiscal years, must not exceed $4 million. (c) Submit only one SF 255, completed in accordance with the instructions. It must contain information in sufficient detail to identify the team (prime and consultants) proposed for the contract. (d) Include CBD announcement number in Block NO. 2b of the SF 255. (e) In Block No. 4 of the SF 255, insert the number of personnel proposed for the contract (not necessarily total capacity), Consultants as (A) and in-house as (B). (f) In Block No. 6 of the SF 255, identify the discipline/service to be supplied by each consultant. Provide brief resumes of the on-staff or consultant employees you intend to use to perform the work in the anticipated design time and the type of projects they will perform in Block No. 7 of your SF 255. Block No. 7 may be repeated as needed to identify all the major disciplines and key team members. Selection will be based on the total team members presented in your SF 255, primarily in Block No. 4. Resumes must be submitted for all personnel listed in Block No. 4 to meet the minimums stated in 3.(b). (g) Personal visits to discuss this project will not be scheduled. (h) Solicitation packages are not provided for A-E contracts. This is not a request for proposal (see Note No. 24).
