Description
Description -- Draft Solicitation: USAID/Armenia (hereinafter to as USAID) is seeking comments/input on a draft solicitation to implement the Mission's Earthquake Zone Recovery Program. The proposed activity shall contribute to the achievement of the Mission's Strategic Objective (SO) No. 4.2 -- Earthquake Zone Recovery Program. The program is designed to meet immediate shelter needs of those affected by the 1988 earthquake through the use of housing certificates and housing improvement grants, and within the context of an overall comprehensive and integrated approach to redevelopment in the area. The program is designed to be responsive to needs articulated by Armenians, the intent of Congressional managers in allocating funding for this initiative, and reflective of experience to date in redevelopment and shelter programs in the earthquake zone. The goal of the program is to provide permanent housing to at least 3,500 households in the Lori and Shirak regions who were affected by the 1988 earthquake and to support the development of a comprehensive plan for redevelopment of the Lori and Shirak regions. The two-year Earthquake Zone Recovery Program has three inter-related components designed to address the unique shelter needs in the region affected by the earthquake, and to contribute to overall economic reconstruction. USAID contemplates the award of a Cost Reimbursement-Fixed Fee Completion contract with a three year performance (two years base period and one year option period). The draft solicitation will be available on or about December 29, 2000. The preferred method of distribution of USAID procurement information is via the Internet. The resulting Draft RFP shall be provided on 3.5" diskette or a hard copy only upon special request. The CBD notice can be viewed and downloaded USAID website. The Worldwide Web address is http://www.usaid.gov . Select Business and Procurement Opportunities from the Home Page, then "USAID Procurements". On the following screen, select "Download available USAID Solicitations" and find the number of this solicitation. Receipt of this Draft RFP through the internet must be confirmed by e-mail notification to the Contracts Specialist in Yerevan at ayeghiazarian@usaid.gov if you wish to be notified of any amendments to the solicitation. The subject line should read "Notice of Interest", and the body should address physical address, as well as e-mail return address. It is the responsibility of the recipient of the solicitation document to ensure that it has been received from the Internet in its entirety and USAID bears no responsibility for data errors resulting from transmission or conversion processes. RCO/USAID/Caucasus anticipates issuing the solicitation on or about January 31, 2001.
